Citation

1.  These By-laws may be cited as the Town Council of Tampines (Administrative Fee for Late Payment of Conservancy and Service Charges) By-laws.

Administrative fee for conservancy and service charges in arrears

2.—(1)  Where any conservancy and service charge payable by any tenant or owner to the Town Council of Tampines is in arrears during any preceding 6 months, the tenant or owner shall be liable to pay to the Town Council an administrative fee of $50.

(2)  The tenant or owner shall not be liable to pay the administrative fee referred to in paragraph (1) more than once in respect of the same period of 6 months or part thereof.

Application of payment

3.  The Town Council may, in its discretion, apply any moneys paid by the tenant or owner firstly towards the payment of the amount of administrative fee payable under these By-laws and thereafter apply any balance of such moneys towards the amount of conservancy and service charge or any part thereof which remains in arrears.

Remission

4.  The Town Council may, in its discretion, remit wholly or in part any administrative fee payable under these By-laws.

Cessation

5.—(1)  The Town Council of Aljunied-Hougang (Penalties and Administrative Fee for Late Payment of Conservancy and Service Charges and Licence Fees) By-laws 2016 (G.N. No. S 243/2016) (insofar as they relate to administrative fees for the late payment of conservancy and service charges or licence fees) cease to apply to the transferred area described in item 1 of the Second Schedule to the Town Councils (Declaration) Order 2025 (G.N. No. S 336/2025) at the end of 31 July 2025.

(2)  The Town Council of East Coast (Administrative Fee for Late Payment of Conservancy and Service Charges) By-laws (By 79) cease to apply to the transferred area described in item 5 of the Second Schedule to the Town Councils (Declaration) Order 2025 at the end of 31 July 2025.

Transitional provision

6.  Where an administrative fee has been imposed on or before 31 July 2025 —

(a) under the Town Council of Aljunied-Hougang (Penalties and Administrative Fee for Late Payment of Conservancy and Service Charges and Licence Fees) By-laws 2016 and relates to the transferred area described in item 1 of the Second Schedule to the Town Councils (Declaration) Order 2025; or

(b) under the Town Council of East Coast (Administrative Fee for Late Payment of Conservancy and Service Charges) By-laws and relates to the transferred area described in item 5 of the Second Schedule to the Town Councils (Declaration) Order 2025,

and remains unpaid at the end of 31 July 2025, that administrative fee is payable as from 1 August 2025 to the Town Council of Tampines as if it had been imposed under these By-laws.
