Citation

1.  These By-laws may be cited as the Town Council of Tampines (Penalties for Late Payment of Conservancy and Service Charges) By-laws.

Calculation of penalties for conservancy and service charges in arrears

2.  Where any conservancy and service charge payable by any tenant or owner to the Town Council of Tampines is in arrears, the tenant or owner shall be liable to pay for every month in which there is an arrears a penalty at the appropriate rate set out in the Schedule.

Application of payment

3.  The Town Council may, in its discretion, apply any moneys paid by the tenant or owner firstly towards the payment of the amount of any penalty payable under these By-laws and subsequently apply any balance thereof towards payment of any amount of outstanding conservancy and service charges.

Remission

4.  The Town Council may, in its discretion, remit wholly or in part any penalty payable under these By-laws.

Cessation

5.—(1)  The Town Council of Aljunied‑Hougang (Penalties and Administrative Fee for Late Payment of Conservancy and Service Charges and Licence Fees) By‑laws 2016 (G.N. No. S 243/2016) (insofar as they relate to penalties for the late payment of conservancy and service charges or licence fees) cease to apply to the transferred area described in item 1 of the Second Schedule to the Town Councils (Declaration) Order 2025 (G.N. No. S 336/2025) at the end of 31 July 2025.

(2)  The Town Council of East Coast (Penalties for Late Payment of Conservancy and Service Charges) By‑laws (By 22) cease to apply to the transferred area described in item 5 of the Second Schedule to the Town Councils (Declaration) Order 2025 at the end of 31 July 2025.

Transitional provision

6.  Where a penalty has been imposed on or before 31 July 2025 —

(a) under the Town Council of Aljunied‑Hougang (Penalties and Administrative Fee for Late Payment of Conservancy and Service Charges and Licence Fees) By‑laws 2016 and relates to the transferred area described in item 1 of the Second Schedule to the Town Councils (Declaration) Order 2025; or

(b) under the Town Council of East Coast (Penalties for Late Payment of Conservancy and Service Charges) By‑laws and relates to the transferred area described in item 5 of the Second Schedule to the Town Councils (Declaration) Order 2025,

and remains unpaid at the end of 31 July 2025, that penalty is payable as from 1 August 2025 to the Town Council of Tampines as if it had been imposed under these By‑laws.
