| | (a) | has detailed practical knowledge of the operation of all the sub‑systems and equipment of the Global Maritime Distress and Safety System; |
|
| (b) | has the ability to send and receive messages correctly by radio-telephone and by direct‑printing telegraphy; |
|
| (c) | has detailed knowledge of the Radio Regulations relating to radio‑communications, knowledge of the documents relating to charges for radio‑communications, and of the provisions of the International Convention for the Safety of Life at Sea relating to radio‑communications; |
|
| (d) | has adequate knowledge of the English language to be able to express himself satisfactorily both orally and in writing; and |
|
| (e) | has satisfied the standard of competence specified in section A-IV/2 of the STCW Code. |

| | | The Certificate shall be initially endorsed and subsequently revalidated by the Authority at intervals of not more than 5 years so as to qualify its holder for continued sea service as a radio operator. |
| The lawful holder of this certificate has been found competent to perform the radio‑communication function, at Operational level in the capacity as a radio operator with no limitations until .................... or until the date of expiry of any extension of the validity of this certificate as shown overleaf. |
| Where the Constitution and Convention of the International Telecommunication Union or the STCW Convention becomes terminated by a subsequent Convention relating to radio‑communication to which the Government of Singapore is a party or ceases to apply to Singapore due to any other cause, this Certificate shall become invalid without notice to the holder of the Certificate and this Certificate shall be returned to the Authority. |
| The Certificate may be suspended at any time on any ground which the Authority consider sufficient. The holder of the Certificate shall return this Certificate to the Authority upon receiving notice in writing from the Authority of its suspension. |
| | Notes: This Certificate should be carefully preserved and must be kept available while serving on a ship. A person other than the owner who finds this Certificate should send it immediately to the Chief Executive, Info-communications Media Development Authority. |

| (c) | has knowledge of the Radio Regulations relating to radiotelephony communications and specifically of the part of those Regulations relating to the safety of life; |

| (d) | has elementary knowledge of the English language to be able to express himself satisfactorily both orally and in writing; and |
|
| (e) | has satisfied the standard of competence specified in section A-IV/2 of the STCW Code. |
