(Composition of Offences — Minister for Defence)
Regulations 2025
In exercise of the powers conferred by section 57(2) of the Significant Investments Review Act 2024, the Minister for Defence makes the following Regulations:
Citation and commencement
1.  These Regulations are the Significant Investments Review (Composition of Offences — Minister for Defence) Regulations 2025 and come into operation on 28 February 2025.
Definition
2.  In these Regulations, “designated entity” means any of the following:
(a)ST Engineering Marine Ltd.;
(b)ST Engineering Land Systems Ltd.;
(c)ST Engineering Defence Aviation Services Pte. Ltd.;
(d)ST Engineering Digital Systems Pte. Ltd.;
(e)Sembcorp Specialised Construction Pte. Ltd.
Compoundable offences
3.—(1)  Subject to paragraph (2), for the purposes of section 53(2) of the Act, each offence specified in the Schedule is prescribed as a compoundable offence.
(2)  A continuing offence is not a compoundable offence.
THE SCHEDULE
Regulation 3(1)
Compoundable offences
1.  An offence under any of the following provisions of the Act, committed by or in relation to a designated entity:
(a)section 18(3);
(b)section 19(10);
(c)section 20(2);
(d)section 21(11);
(e)section 22(5);
(f)section 23(5);
(g)section 24(5);
(h)section 27(7);
(i)section 28(6);
(j)section 34(5)(a);
(k)section 35(3).
2.  An offence under section 52(1)(a) of the Act involving the failure by a person to do anything required of the person by an authorised officer appointed by the appointed authority appointed by the Minister for Defence.
