Citation
1.  These Regulations may be cited as the Sentosa Development Corporation Regulations.
Definitions
2.—(1)  In these Regulations, unless the context otherwise requires —
“authorised person” means any person appointed as an authorised person under paragraph (2) and includes the Marina Superintendent and a member of the Sentosa Auxiliary Police Force;
“building” means any permanent or temporary building and includes any structure or erection of whatever kind or nature (whether permanent or temporary) and in particular --
(a)a wall (including a sea, canal or retaining wall), partition, gate, fence, piling, platform, staging, post, pillar, shoving, hoarding or frame;
(b)a culvert, sluice crossing, bridge, underpass or tunnel; and
(c)a sewage treatment plant, sewer, drain, swimming pool or tank for the storage of any solid, liquid or gaseous matter;
“building works” means —
(a)the erection, extension or demolition of a building;
(b)the alteration, addition, repair or painting of a building; or
(c)the provision, extension or alteration of any air-conditioning service, ventilating system or fire protection system in or in connection with a building,
and includes any kind of building operation connected with or carried out for the purpose of paragraph (a), (b) or (c);
“other islands” means the following islands:
(a)St John’s Island;
(b)Kusu Island;
(c)Pulau Hantu;
(d)Terembu Retan Laut;
(e)Sister’s Islands;
(f)Pulau Renggit;
(g)Lazarus Island;
(h)Pulau Seletar;
(i)Pulau Sudong;
(j)Pulau Jong; and
(k)Pulau Biola;
“plants” includes shrubs, climbers, creepers, hedges, ferns, moss, acquatic plants, flowers and lawn grasses;
“police officer” means any member of the Singapore Police Force or any member of the Sentosa Auxiliary Police Force;
“season parking ticket” means the official parking ticket issued by the Corporation showing the registration number of a vehicle authorising the parking of such vehicle in a specified season parking place at any time during a period specified by the Corporation;
“Sentosa Auxiliary Police Force” means the Sentosa Development Corporation Auxiliary Police Force created under the provisions of the Police Force Act (Cap. 235);
“sewage” means any solid or liquid (either with or without particles of matter in suspension thereof) waste including any water borne sullage;
“sign” includes all signals, warning sign posts, direction posts, gas-filled inflatable balloons, banners, advertisements and notices;
“vehicle” means any vehicle whether mechanically propelled or otherwise but does not include a perambulator or an invalid chair used solely by a person suffering from some physical disability;
“vehicle permit” means any form of permit, pass, ticket or receipt issued by the Corporation showing the registration number of a vehicle authorising such vehicle to enter Sentosa;
“waste” includes sludge, oil, contaminants, refuse, solid ballast and any unwanted substance or article.
(2)  The Corporation may appoint any member or employee of the Corporation, or any other person, as an authorised person for the purposes of these Regulations.
PART I
GENERAL
Opening hours
3.  Sentosa and the other islands or any part thereof shall be open to the public between such hours as are appointed by the Corporation and shown in notices exhibited thereat.
Power to refuse admission
4.  The Corporation may refuse to admit any person into Sentosa without assigning any reason.
Power to levy charges and fees
5.—(1)  The Corporation may levy charges and fees and at different rates for admission into Sentosa or the other islands or any part thereof as the Corporation may, from time to time, determine.
(2)  The Corporation may levy such charges and fees and at different rates as it may determine from time to time for the use of any accommodation, services, works, buildings, landing places, recreation grounds, equipment, attractions and any other amenities or facilities in Sentosa that are provided, maintained, controlled or operated by the Corporation.
(3)  There shall be no refund of any such charges or fees to any person except at the discretion of the Corporation.
Authorised entrances and exit
6.—(1)  No person shall enter or leave Sentosa or the other islands except by entrances or exits authorised by the Corporation for such purpose.
(2)  The Corporation may open or close any entrance to or exit from Sentosa at such times as it considers expedient without incurring any liability to any person for any loss or damage arising as a result thereof.
(3)  No person shall enter Sentosa or any part thereof by any means except with the authorisation of the Corporation.
(4)  No person shall remain in Sentosa or the other islands outside the hours during which Sentosa or the other islands are open to the public unless the prior approval of the Corporation has been obtained.
(5)  Guests of hotels, beach cottages and other accommodation in Sentosa, residents in the resort area and other categories of personnel approved by the Corporation may be allowed to remain in Sentosa outside the hours during which Sentosa is open to the public.
Prohibited acts
7.  No person in Sentosa or the other islands shall —
(a)wilfully damage or remove any tree or plant;
(b)remove earth or soil from any property belonging to the Corporation;
(c)kill, hunt, shoot or capture any animal, bird or insect or do any act which may cause injury or destruction to any animal, bird or insect or the eggs and young thereof;
(d)spit, foul, pollute, urinate or defecate on the grounds of, or into any ornamental water, waterways or waters of Sentosa or any part of the other islands;
(e)have with him —
(i)any dog that is not on a lead and under proper control; or
(ii)any other animal that is not under proper control;
(f)release any animal in Sentosa or the other islands;
(g)place, deposit or throw any refuse, rubbish, litter, object or article except in a refuse bin or receptacle provided for the purpose;
(h)discharge any missile, firearm, air-gun or other weapon;
(i)distribute any pamphlets, placards, notices, advertisements, hand bills, books, leaflets or any other documents to other persons, or affix or post the same to any wall, tree, fence or structure;
(j)remove, damage, displace, deface or make improper use of any building, seat, sign, fitting or any other structure or property belonging to or maintained by the Corporation;
(k)use any indecent, threatening, abusive or insulting language, behave in any indecent, threatening, abusive or insulting manner, dress in a manner likely to cause offence or embarrassment to, or disturb or annoy, any other person, or act contrary to public decency or propriety;
(l)beg, solicit alms or commit a nuisance or do any such thing as to cause annoyance, inconvenience or offence to other persons;
(m)smoke or attempt to smoke in any part of Sentosa or the other islands in which there is exhibited a notice prohibiting smoking; or
(n)fish in any place where fishing is prohibited.
Acts requiring prior approval
8.—(1)  No person in Sentosa or the other islands shall, without the prior approval in writing of the Corporation —
(a)collect any bird’s egg or nest;
(b)remove or cut any plant or tree or any part thereof;
(c)bathe, swim, water-ski, jet-ski, surfboard or conduct any other water sport activities in the waterways of Sentosa;
(d)erect or assemble or cause or permit to be erected or assembled any building or marine facility in Sentosa;
(e)sell, hawk, offer or exhibit for sale any article or thing;
(f)use any part of Sentosa or the other islands as a location for the shooting of a film or the setting of a play;
(g)deliver any public address or assemble for the purpose of holding or taking part in any public meeting;
(h)hold any show, play, pageant, regatta or other forms of public entertainment or public religious assembly;
(i)reproduce by means of photograph, drawing, painting or in any way whatsoever the likeness of exhibits or scenes from Sentosa or the other islands with a view to their sale or distribution;
(j)ply any vehicle or vessel or other article or thing for hire in Sentosa or in the waterways or waters of Sentosa; or
(k)camp or take part in any game or sport at any place in Sentosa or the other islands.
(2)  Such approval may be granted subject to such conditions (including the payment of a fee) as the Corporation thinks fit.
Obstructions
9.—(1)  No person shall obstruct or cause or permit the obstruction of the lawful use of any area in Sentosa or the other islands with any object, fixture or thing.
(2)  The Corporation may remove and detain any object, fixture or thing that is obstructing the lawful use of any area in Sentosa or the other islands, or require the owner or person having lawful possession of the object, fixture or thing to remove it at his expense.
(3)  Where the Corporation removes and detains any object, fixture or thing that is obstructing the lawful use of any area in Sentosa or the other islands, the Corporation shall give written notice to the owner, or person who had lawful possession of the object, fixture or thing when it was removed and detained, that he may, on payment of the expenses incurred by the Corporation, claim possession from the Corporation within 30 days of such removal and detention.
(4)  If the object, fixture or thing removed and detained by the Corporation is not claimed within 30 days of such removal and detention by the owner or person who had lawful possession of the object, fixture or thing when it was removed and detained, the Corporation may sell by public auction or otherwise dispose of the object, fixture or thing, and the proceeds of the sale or disposal shall be applied firstly to the expenses incurred by the Corporation in the removal and detention, and sale or disposal, and the surplus, if any, shall be paid to such owner or person.
Display of signs
10.—(1)  No person shall display or cause or permit to be displayed any sign in Sentosa or the other islands without the approval of the Corporation and except under such conditions as the Corporation thinks fit to impose.
(2)  All applications for approval for the display of any sign shall be made in writing and each application shall specify —
(a)the type, size, shape, colour, location and construction of the sign;
(b)the type of materials proposed to be used; and
(c)the proposed method of illumination of the sign.
(3)  The Corporation may, if it considers that any sign has been displayed or altered without the prior written approval of the Corporation, remove the sign, or require the occupier of land on which the sign is displayed to remove the sign.
Notices, signs, etc.
11.  The Corporation may place or erect any notice, sign or other device in Sentosa or the other islands for the information and guidance of the public.
PART II
VEHICULAR TRAFFIC
Traffic signs
12.—(1)  The Corporation may for the purpose of regulating traffic, cause or permit traffic signs to be placed, erected and maintained on or near any road or place in Sentosa or the other islands.
(2)  Where any traffic sign has been lawfully placed on or near any road or place, no person driving or riding any vehicle or any pedestrian shall —
(a)without lawful excuse, fail to conform to the direction given by such signs; or
(b)fail or refuse to obey the directions of a police officer or an authorised person.
Vehicle permit for entry
13.—(1)  No person shall drive or ride a vehicle into or within Sentosa or the other islands unless he has a vehicle permit issued by the Corporation for his vehicle or unless he is otherwise exempted by the Corporation.
(2)  The Corporation may refuse to issue a vehicle permit without assigning any reason.
(3)  If the Corporation issues a vehicle permit it may impose such conditions as the Corporation thinks fit.
Use of vehicle permits, etc
14.  No person who is the holder of a vehicle permit shall enter, travel within or leave Sentosa otherwise than in accordance with the conditions of issue.
Production of vehicle permit
15.  All vehicle permits issued shall remain the property of the Corporation and shall be produced at any time if demanded by an authorised person or a police officer.
Unauthorised use of vehicle permit
16.—(1)  No person shall use or attempt to use a vehicle permit that has expired or has been cancelled, altered, damaged or tampered with for the purpose of entering or travelling within Sentosa.
(2)  No person shall drive or ride a vehicle within Sentosa other than to the destination or destinations stated on the vehicle permit.
Display of vehicle permit
17.  The holder of a vehicle permit shall display the permit —
(a)in the case of a motor cycle, in the licence holder mounted on its right handle bar facing forward so as to be clearly visible from the front at all times; and
(b)in the case of any other vehicle, on the windscreen facing forward so as to be clearly visible at all times.
Obstruction by vehicles
18.—(1)  Where
(a)a vehicle breaks down, or is parked or permitted to stand on a road, in such a position or condition or in such circumstances —
(i)as to cause obstruction to other persons using the road; or
(ii)as to be likely to cause danger to such persons;
(b)a vehicle is parked or permitted to stand on a road in contravention of any of these Regulations; or
(c)it appears to a police officer or an authorised person that a vehicle has been abandoned,
the Corporation may detain the vehicle or arrange for it to be removed to a place of safety and detained there until released by order of the Corporation.
(2)  Any person removing a vehicle under these Regulations may do so by towing or driving the vehicle or in such other manner as he thinks fit and any person detaining a vehicle under these Regulations may do so by using a detention device.
(3)  No person shall, without the authority of the Corporation, remove or attempt to remove —
(a)any vehicle from any place at which it is being detained under this regulation; or
(b)any detention device used to detain a vehicle under this regulation.
(4)  In this regulation, “detention device” means any device or appliance approved by the Corporation designed or adapted to be fixed to any part of a vehicle for the purpose of preventing the vehicle from being driven or otherwise put in motion.
Detention of vehicle
19.—(1)  Where any vehicle is detained or removed and detained under regulation 18, the Corporation shall give notice in writing of the detention or removal and detention to the owner of the vehicle or the person who had lawful possession of the vehicle when it was detained or removed, and that he may, on payment of the expenses incurred by the Corporation in respect of such detention and removal, claim possession of the vehicle.
(2)  The Corporation may detain any vehicle detained or removed and detained under regulation 18 until all expenses incurred by the Corporation in respect of the detention and removal have been paid.
Permitted routes, etc.
20.  The Corporation may, from time to time, designate within Sentosa —
(a)the routes which any class or description of vehicle is permitted to travel;
(b)the direction in which any vehicle is to proceed on or along any road;
(c)the maximum speed at which any class or description of vehicle may travel on specified roads or any part thereof; and
(d)the roads or any part thereof for the use of pedestrians, vehicles, invalid chairs and perambulators.
Speed limit
21.  Unless otherwise specified by a traffic sign, the speed of all vehicles in Sentosa or the other islands shall not exceed 40 kilometres per hour.
Dangerous driving
22.  No person shall drive or ride a vehicle on any road in Sentosa or the other islands at a speed exceeding the limit specified in regulation 21 or in a manner that is dangerous to other persons using the road.
PART III
PARKING PLACES
Parking places
23.  The Corporation may designate any part of its property as a parking place and may revoke, amend or suspend any such designation.
Vehicles to be parked at parking place only
24.  No person shall park a vehicle at any place in Sentosa except in a parking place designated by the Corporation.
Unauthorised use of parking place
25.  No person shall, without the prior written permission of the Corporation, make use of any parking place in Sentosa for any purpose other than that of parking a vehicle.
Prescribed parking charges
26.—(1)  The Corporation may levy such charges as it may, from time to time, determine for the parking of any vehicle in any parking place within Sentosa.
(2)  Any person using a parking place in Sentosa shall obey all lawful directions given to him by any authorised person at such parking place and shall prior to the removal of his vehicle from such parking place, pay the appropriate parking charges.
Orderly parking
27.  No person shall draw, drive, push or park a vehicle within a parking place in Sentosa otherwise than in an orderly manner and with due regard to the safety of other vehicles, property and persons within the parking place.
Parking at season parking place
28.—(1)  No person shall park in any season parking place in Sentosa unless he is in possession of a season parking ticket issued by the Corporation for that parking place or is authorised by the Corporation so to park.
(2)  Any person using a season parking place in Sentosa shall display the season parking ticket on the near side of the front windscreen of the vehicle.
Parking signs
29.—(1)  The Corporation may erect such signs or signboards in Sentosa as it considers necessary for the direction of drivers and the regulation of movement of vehicles within a parking place.
(2)  Any person driving or parking a vehicle within a parking place in Sentosa shall obey all the signs or signboards erected by the Corporation in the parking place.
Obstructive parking
30.  No person shall —
(a)park any vehicle in Sentosa in such a manner as to —
(i)cause the vehicle to protrude beyond the boundary lines of the parking lot; or
(ii)obstruct the entrance to or exit of a parking lot or a parking place; or
(b)park or stop his vehicle in Sentosa so as to obstruct or prevent the smooth circulation of traffic in or around such parking place.
Suspension of parking facilities for other purposes
31.  The Corporation may suspend the use of any parking place or part thereof and may authorise it to be used for such other purpose as the Corporation thinks fit.
