Singapore Police Bicentennial 2020 Medal
Rules 2021

The President is pleased to approve the institution of a medal to be styled “The Singapore Police Bicentennial 2020 Medal”, the award of which is governed by the following Rules:

Citation and commencement

1.  These Rules are the Singapore Police Bicentennial 2020 Medal Rules 2021 and come into operation on 3 June 2022.

Definitions

2.  In these Rules —

“Commissioner” means the Commissioner of Police appointed under section 6(1) of the Police Force Act (Cap. 235);

“Medal” means the Medal instituted and governed by these Rules;

“Permanent Secretary” means the Permanent Secretary of the Ministry of Home Affairs.

Designation of Medal

3.  The Medal is designated and styled the Singapore Police Bicentennial 2020 Medal.

Award of Medal

4.—(1)  The Medal may be awarded to any eligible person who was in active service during any part of the period between 1 January 2020 and 31 December 2020 (both dates inclusive).

(2)  In this rule —

“active service” means full-time or part-time service (whether or not full‑time national service, operationally ready national service, regular service, mobilised service or voluntary service) as a member of the Singapore Police Force raised and maintained under the Police Force Act, the Special Constabulary or the Vigilante Corps, as the case may be;

“eligible person” means any person who is or was —

(a) a police officer of the Singapore Police Force established under Part II of the Police Force Act;

(b) a special police officer of the Special Constabulary constituted under Part VIII of the Police Force Act;

(c) a member of the Vigilante Corps established under the Vigilante Corps Act (Cap. 343); or

(d) a person liable for reserve service under the Enlistment Act (Cap. 93), and is or was rendering his reserve service in the Singapore Police Force, the Special Constabulary or the Vigilante Corps.

Medal to be awarded by Permanent Secretary, Ministry of Home Affairs

5.  The Medal is to be awarded by the Permanent Secretary acting in accordance with the recommendation of the Commissioner.

Description of Medal

6.—(1)  The Medal consists of a multi‑lobed disc in gold‑plated brass.

(2)  The Medal measures 36 mm in width and 3 mm in thickness.

(3)  The obverse side of the Medal bears the Singapore State Crest.

(4)  The reverse side of the Medal bears the Singapore Police Force Crest with the words “POLICE BICENTENNIAL 2020” inscribed above the crest and “SPF200” inscribed below the crest.

(5)  The Medal has the design set out in the Schedule.

Medal how worn

7.  The Medal is to be worn on the left side of the recipient’s outer garment suspended by a ribbon —

(a) that measures 33 mm in width and 50 mm in length; and

(b) that has on the ribbon’s centre a red stripe of 9 mm in width, flanked on each side by a white stripe of 2 mm in width, followed by a blue stripe of 10 mm in width.

Publication of awards

8.  The names of all recipients of the Medal must be published in the Gazette.

Forfeiture of Medal

9.—(1)  The Permanent Secretary may forfeit any Medal awarded to any person under these Rules if the person —

(a) is dismissed or dishonourably discharged from service in the Singapore Police Force;

(b) is convicted of any criminal offence;

(c) is guilty of misconduct or disloyalty to Singapore; or

(d) is, in the Permanent Secretary’s opinion, not a fit and proper person to have been awarded the Medal.

(2)  Any Medal forfeited may be restored by the Permanent Secretary.

(3)  A notice of the forfeiture or restoration of any Medal must be published in the Gazette.

Replacement of Medal

10.—(1)  A recipient may report in writing the loss or destruction of the recipient’s Medal to the Commissioner.

(2)  The Commissioner may, if satisfied that the circumstances of the loss or destruction justify the replacement of the Medal, approve the replacement at the recipient’s expense.

(3)  No report of the loss of the Medal may be made under paragraph (1) until at least 6 months after the recipient first believes the Medal to be lost.
