Overseas Service Medal Rules 2009

The President is pleased to approve the institution of a medal to be styled “The Singapore Armed Forces Overseas Service Medal”, the award of which shall be governed by the following Rules:

Citation and commencement

1.  These Rules may be cited as the Singapore Armed Forces Overseas Service Medal Rules 2009 and shall come into operation on 20th July 2009.

Designation of Medal

2.  A medal to be designated and styled the Singapore Armed Forces Overseas Service Medal (referred to in these Rules as the Medal) may be awarded in accordance with these Rules.

Award of Medal, Star, Bar and Bar (Enhanced)

3.—(1)  The Medal may be awarded to any person who, whilst being a member of the Singapore Armed Forces, was engaged in service in an area outside Singapore which satisfies one or more of the following conditions:

(a) service of a continuous period of 96 hours or more in any operation against the enemy;

(b) service of an aggregate of 30 days or more within a period of 12 months when employed in support of any formation, unit or sub-unit of any force engaged in any operation against the enemy;

(c) service of an aggregate period of 14 days or more within a period of 180 days when engaged in any operation involving the keeping of peace, restoring of law and order, or provision of humanitarian aid or rescue, or in any relief operation, in support of any foreign government.

(2)  Service rendered by a member of the Singapore Armed Forces whilst undergoing a training course shall not qualify as service for the award of the Medal, unless —

(a) the member has provided any assistance or service in any operation specified in paragraph (1)(c); and

(b) such assistance or service goes beyond the requirements of the training course.

(3)  If the service in respect of which a person is awarded the Medal, a Bar or a Bar (Enhanced) involved hostile action or considerable personal risk, a Star shall be awarded in addition to the Medal, Bar or Bar (Enhanced).

(4)  A person to whom the Medal has been awarded for his participation in any operation shall be awarded a Bar if he further qualifies for the award of the Medal through his participation in a different operation.

(5)  A person to whom the Medal or a Bar or Bar (Enhanced) has been awarded for his participation in any operation shall be awarded a Bar (Enhanced) for his further participation in that operation, if —

(a) he further qualifies for the award of the Medal for his further participation; and

(b) either of the following applies:

(i) he satisfies the condition specified in paragraph (1)(c), and his further participation commenced at least 180 days after the end of his last tour of duty in that operation for which he was awarded the Medal, Bar or Bar (Enhanced); or

(ii) he renders service for a continuous period of 180 days or more in that operation.

(6)  A person to whom a Bar (Enhanced) has been awarded shall qualify under paragraph (5) for the award of another Bar (Enhanced) in respect of —

(a) each separate instance of further participation under paragraph (5)(b)(i); and

(b) each separate instance of service under paragraph (5)(b)(ii).

Non-completion of qualifying period of service

4.  Notwithstanding rule 3(1), a member of the Singapore Armed Forces who was engaged in any service referred to therein, but whose period of such service falls short of the qualifying period referred to therein, shall qualify for the award of the Medal, if —

(a) the shortfall was due to his death or his evacuation owing to injury or other disability, and the death, injury or disability was attributable to such service; or

(b) he has been awarded any Singapore Honours, Decoration or Medal for gallantry displayed whilst he was engaged in such service.

Medal, Star, Bar and Bar (Enhanced) to be awarded by Armed Forces Council

5.—(1)  The Medal, Star, Bar and Bar (Enhanced) shall be awarded by the Armed Forces Council.

(2)  The Armed Forces Council may waive all or any of the qualifying conditions referred to in rule 3 in respect of any member of the Singapore Armed Forces, if the Armed Forces Council is satisfied that the member was engaged in exceptional service or service in exceptional circumstances.

Description of Medal

6.—(1)  The Medal shall be in the shape of an 8-pointed star which shall not be larger than 40 millimetres across.

(2)  The obverse side of the Medal shall bear the design of the Singapore Armed Forces Tri-Service insignia mounted on a purple circular base.

(3)  The reverse side of the Medal shall bear the inscription “For Overseas Service”.

(4)  The name of the person who is awarded the Medal shall be inscribed on the reverse side of the Medal.

(5)  The Medal shall be of the design set out in the Schedule.

Description of Bar

7.—(1)  A Bar awarded for any operation shall —

(a) subject to paragraph (2), be represented by a silver clasp to be attached to the ribbon by which the Medal is suspended;

(b) be no larger than 34 millimetres in length and 7 millimetres in width; and

(c) bear the name of the country where the service was performed, and the year in which the service commenced.

(2)  Where a Star is awarded in addition to a Bar, the Bar with Star shall be represented by a gold clasp bearing the Star.

Description of Bar (Enhanced)

8.—(1)  A Bar (Enhanced) awarded for any operation shall —

(a) subject to paragraph (2), be represented by a silver clasp to be attached to the ribbon by which the Medal is suspended;

(b) be no larger than 34 millimetres in length and 7 millimetres in width;

(c) bear the name of the country where the service was performed, and the year in which the service commenced; and

(d) bear a numeral inscription at the centre of the upper border denoting the number of instances of participation in that operation.

(2)  Where a Star is awarded in addition to a Bar (Enhanced), the Bar (Enhanced) with Star shall be represented by a gold clasp bearing the Star.

(3)  Where a person who has been awarded a Bar or Bar (Enhanced) for any operation is subsequently awarded a Bar (Enhanced) for the same operation, the clasp representing the second-mentioned Bar (Enhanced) shall replace the clasp representing the Bar or first-mentioned Bar (Enhanced), as the case may be.

Description of Star

9.—(1)  A Star shall be represented by a 5-pointed star no larger than 10 millimetres in diameter.

(2)  Subject to paragraph (3), a Star shall be a bronze Star.

(3)  Where a person has been awarded 5 or more Stars, a silver Star shall be worn in lieu of every 5 bronze Stars.

Wearing of Medal, Star, Bar and Bar (Enhanced)

10.—(1)  The Medal shall be worn on the left side of the outer garment and suspended by a ribbon.

(2)  The ribbon shall be purple in colour, with a blue stripe in the centre and a yellow stripe on either side of the blue stripe.

(3)  The left side of the ribbon shall bear the total number of operations referred to in rule 3(1) in which the person to whom the Medal is awarded has participated.

(4)  The right side of the ribbon shall bear the total number of tours of duty in operations referred to in rule 3(1) which the person to whom the Medal is awarded has completed.

(5)  Subject to paragraph (7), a Bar or Bar (Enhanced) shall be attached to the ribbon by which the Medal is suspended.

(6)  Subject to paragraph (7), where the total number of Bars and Bars (Enhanced) awarded to a person is 2 or more, each Bar or Bar (Enhanced) shall be worn above every other Bar or Bar (Enhanced), if any, which was awarded earlier.

(7)  Where the total number of Bars and Bars (Enhanced) awarded to a person is 4 or more —

(a) the first 3 Bars or Bars (Enhanced) to be awarded shall be attached to the ribbon by which the Medal is suspended; and

(b) in the case of every subsequent 3 Bars or Bars (Enhanced) to be awarded —

(i) an additional Medal shall be worn on the left of the preceding Medal; and

(ii) each Bar or Bar (Enhanced) shall be attached to the ribbon by which the additional Medal is suspended.

(8)  A Star which is awarded in addition to the Medal shall be attached to the centre of the ribbon by which the Medal is suspended, below every Bar or Bar (Enhanced), if any, attached to the ribbon.

Publication and registration of award

11.  The names of the persons to whom the Medal or any Star, Bar or Bar (Enhanced) is awarded shall be published in the Formation or Unit orders, and a register of such names shall be kept in the Ministry of Defence.

Replacement of Medal, Star, Bar or Bar (Enhanced)

12.  If the Permanent Secretary of the Ministry of Defence is satisfied that a Medal, Star, Bar or Bar (Enhanced) has been lost or destroyed, he may replace it upon payment by the person entitled to it of a sum sufficient to cover the cost of the replacement.

Forfeiture of Medal, Star, Bar or Bar (Enhanced)

13.—(1)  The Armed Forces Council may forfeit any Medal, Star, Bar or Bar (Enhanced) awarded to any person under these Rules, if the person ––

(a) is convicted by a court in Singapore of any criminal offence;

(b) is dismissed or removed from the Singapore Armed Forces on disciplinary grounds;

(c) is guilty of misconduct; or

(d) is shown to be disloyal to Singapore.

(2)  Any Medal, Star, Bar or Bar (Enhanced) so forfeited may be restored by the Armed Forces Council.

(3)  In paragraph (1)(a), “court” does not include any subordinate military court or the Military Court of Appeal.

Revocation

14.—(1)  The Singapore Armed Forces Overseas Service Medal Rules 2006 (G.N. No. S 568/2006) are revoked.

(2)  Any person who has been awarded, or who is deemed to have been awarded, a Singapore Armed Forces Overseas Service Medal under the revoked Rules shall be deemed to have been awarded a Medal under these Rules.
