Singapore Customs Medals Rules 2022

The President is pleased to approve the institution of a medal to be styled “The Singapore Customs Long Service (10 Years) Medal”, a medal to be styled “The Singapore Customs Long Service (20 Years) Medal”, a medal to be styled “The Singapore Customs Long Service (30 years) Medal”, a medal to be styled “The Singapore Customs Long Service (40 years) Medal”, a medal to be styled “The Singapore Customs Good Service Medal”, a medal to be styled “The Singapore Customs Medal for Exemplary Service”, a medal to be styled “The Singapore Customs Overseas Service Medal”, and a medal to be styled “The Singapore Customs Medal of Distinction”, the award of which are to be governed by the following Rules:

PART 1

PRELIMINARY

Citation and commencement

1.  These Rules are the Singapore Customs Medals Rules 2022 and come into operation on 1 April 2022.

Definitions

2.  In these Rules —

“Director‑General” means the Director‑General of Customs appointed under section 4(1) of the Customs Act 1960;

“officer of customs” means an individual who serves in the Singapore Customs as —

(a) the Director‑General;

(b) a Deputy Director‑General of Customs or an Assistant Director‑General of Customs appointed under section 4(2) of the Customs Act 1960;

(c) a senior officer of customs appointed under section 4(4) of that Act; or

(d) an officer of customs appointed under section 5(2) of that Act.

What is unbroken service and how it is counted

3.—(1)  In these Rules, “unbroken service” means, subject to this rule, unbroken service as an officer of customs.

(2)  Part‑time service as an officer of customs for a period counts towards unbroken service, but the duration of service for that period is reduced proportionately.

(3)  A period of leave without pay —

(a) is not a break in service; but

(b) does not count towards the duration of service.

(4)  A one‑day break in service for the purpose of awarding a pension or gratuity under the Pensions Regulations set out in the First Schedule to the Pensions Act 1956 —

(a) is not a break in service; and

(b) counts towards the duration of service.

(5)  Service as a full‑time national serviceman under the Enlistment Act 1970 counts towards unbroken service (even if it is not immediately followed by service as an officer of customs), but only if the service is for a continuous period of at least one year and 10 months.

PART 2

SINGAPORE CUSTOMS LONG SERVICE (10 YEARS) MEDAL

Institution

4.  The Singapore Customs Long Service (10 Years) Medal (called in this Part the Medal) is instituted.

Purpose

5.  The Medal recognises an officer of customs’ long service and good conduct.

Eligibility

6.  An officer of customs may be awarded the Medal if he or she has completed at least 10 years of unbroken service.

Description

7.—(1)  The Medal —

(a) is shaped as a pentagon;

(b) is silver in colour; and

(c) measures 40 mm in diameter and 3 mm in thickness.

(2)  The obverse side of the Medal bears the Singapore State Crest with the inscription “SINGAPORE CUSTOMS” above the Singapore State Crest and the inscription “SINGAPORE” beneath the Singapore State Crest.

(3)  The reverse side of the Medal bears the Singapore Customs Crest with the inscription “LONG SERVICE” above the Singapore Customs Crest.

Design

8.  The Medal has the design set out in Part 1 of the First Schedule.

Medal how worn

9.  The Medal is worn on the left side of an individual’s outer garment suspended by a ribbon —

(a) that measures 33 mm in width and 50 mm in length;

(b) that has vertical stripes in blue, red and yellow; and

(c) that has on the ribbon’s centre a yellow stripe of 9 mm in width flanked on each side by a red stripe of 4 mm in width, followed by a yellow stripe of 3 mm in width, a blue stripe of 2 mm in width and a yellow stripe of 3 mm in width.

Clasp

10.—(1)  An officer of customs awarded the Medal may be awarded a first Clasp after he or she completes at least 15 years of unbroken service.

(2)  A Clasp is a bar that is silver in colour, 35 mm in length and 10 mm in width and engraved with the words “FIFTEEN YEARS”.

(3)   A small silver star must be added to the ribbon when the ribbon is worn alone.

(4)  The Medal with Clasp has the design set out in Part 2 of the First Schedule.
