Singapore Armed Forces Tsunami Relief
Operation 2004 Medal Rules 2005

The President is pleased to approve the institution of a medal to be styled “The Singapore Armed Forces Tsunami Relief Operation 2004 Medal”, the award of which shall be governed by the following Rules:

Citation and commencement

1.  These Rules may be cited as the Singapore Armed Forces Tsunami Relief Operation 2004 Medal Rules 2005 and shall be deemed to have come into operation on 21st March 2005.

Definitions

2.  In these Rules —

“Armed Forces Council” means the Armed Forces Council established under section 8 of the Singapore Armed Forces Act (Cap. 295);

“member” means a member of the Singapore Armed Forces who is in regular service or national service;

“national service” means service under Part III of the Enlistment Act (Cap. 93) as a full-time national serviceman or an operationally ready national serviceman;

“regular service” means service under section 19 of the Enlistment Act;

“volunteer” means a civilian volunteer with the Singapore Armed Forces Medical Corps.

Designation of Medal

3.  The Medal shall be designated and styled the Singapore Armed Forces Tsunami Relief Operation 2004 Medal.

Award of Medal

4.—(1)  The Medal may be awarded to any member or volunteer who has engaged or participated in, or provided direct support to, the Tsunami Relief Operation between 26th December 2004 and 25th February 2005 (both dates inclusive).

(2)  The Medal shall be awarded by the Armed Forces Council.

(3)  The Armed Forces Council may waive the conditions in paragraph (1) in respect of any member or volunteer if the Armed Forces Council is satisfied that the member or volunteer has performed exceptional service in the Tsunami Relief Operation between 26th December 2004 and 25th February 2005 (both dates inclusive).

Description of Medal

5.—(1)  The Medal shall be brass-based and silver in colour, and shall be a circle of 35 mm in diameter and 3 mm in thickness.

(2)  The obverse side of the Medal shall bear —

(a) the design of the Singapore Armed Forces Joint Staff insigna;

(b) the map showing the Indian Ocean and impact of the earthquake; and

(c) the inscription “Tsunami Relief Operation 2004” at the circumference of the Medal.

(3)  The reverse side of the Medal shall bear the inscription “Indian Ocean Tsunami 2004”.

(4)  The Medal shall be of the design set out in the Schedule.

Wearing of Medal

6.—(1)  The Medal shall be worn on the left side of the outer garment and shall be suspended by a ribbon 35 mm in width and 50  mm in length.

(2)  The ribbon shall have 7 separate bands, flanked on each side by a blue band 3 mm in width, followed by —

(a) a brown band 7 mm in width; and

(b) another blue band 3 mm in width.

(3)  In the centre of the ribbon shall be a green band 9 mm in width.

Name to be inscribed on Medal

7.  The name of the person who is awarded a Medal shall be inscribed on the back of the Medal.

Nominations for award

8.—(1)  Every nomination for the award of a Medal shall be submitted to the Joint Services Committee of the Singapore Armed Forces.

(2)  The Joint Services Committee of the Singapore Armed Forces shall submit the nomination for the award of a Medal together with its recommendation to the Armed Forces Council for approval.

Publication of award

9.  The names of the persons to whom the Medal is awarded shall be published in Formation or Unit orders and a register of such names shall be kept in the Ministry of Defence.

Forfeiture of Medal

10.  The Armed Forces Council may forfeit any Medal awarded to any person under these Rules if he —

(a) is convicted by a court in Singapore of any criminal offence;

(b) is dismissed or removed from the Singapore Armed Forces on disciplinary grounds; or

(c) is guilty of misconduct or disloyalty to Singapore.

Replacement of Medal

11.  If the Permanent Secretary to the Ministry of Defence is satisfied that a Medal has been lost or destroyed, he may replace it upon payment by the person entitled to it of a sum sufficient to cover the cost of the replacement.
