PINGAT PERTAHANAN
(THE DEFENCE MEDAL) Rules, 1970.

The President hereby makes the following Rules: —

1.  These Rules may be cited as the Pingat Pertahanan (the Defence Medal) Rules, 1970.

2.  The Medal shall be designated and styled the Pingat Pertahanan or the Defence Medal.

3.  The Medal shall consist of a circular cupronickel medal of one and three-eighths of an inch in diameter, having on the obverse side a medallion bearing the State Arms. On the reverse side shall be the State Flag upon a staff, encircled by a wreath of palm fronds around it and the inscription "PINGAT PERTAHANAN" shall be around the medal. At the centre top of the Medal shall be a five pointed star.

4.  The Medal shall be worn on the left side of the outer garment suspended by a ribbon of one and three-tenths of an inch in width and two inches in length. The ribbon shall consist of vertical stripes of blue, yellow, red and white. The width of the yellow and white stripes shall be one-fifth and one-twentieth of an inch respectively. The width of the blue and red stripes shall be one-tenth of an inch. The colours from the right and left to the middle of the ribbon shall be blue, yellow, red, white, red and yellow.

5.  The Medal shall be of the design set out in the Schedule to these Rules.

6.—(1)  The Medal may be awarded to the members of the Singapore Armed Forces who had been on active service during the period between the 9th day of August, 1965, and the 9th day of August, 1966, and who had served in —

(a) the Singapore Infantry Regiment —

(i) for a period of thirty days or 720 hours or more in the aggregate on operations in Singapore and in East Malaysia or West Malaysia; and

(ii) for a period of sixty days or 1440 hours or more in the aggregate in the case of service in support of any formation, unit or sub-unit engaged on operations;

(b) the Singapore Volunteer Forces (now known as the People's Defence Force) for a period of thirty days or 720 hours or more in the aggregate on operations in Singapore, East Malaysia or West Malaysia; or who had completed one year colour service as a non-mobilised member of the People's Defence Force; and

(c) the Naval Volunteer Force (now known as the People's Defence Force (Sea)) —

(i) for a period of thirty days or 720 hours or more in the aggregate on operations in Singapore and in East Malaysia or West Malaysia; and

(ii) for a period of sixty days or 1440 hours or more in the aggregate in the case of service in support of any formation, unit or sub-unit engaged on operations.

(2)  The Medal may be awarded to the members of the Polis Repablik Singapura who had been on active service during the period between the 9th day of August, 1965, and the 9th day of August, 1966, and who had —

(a) enlisted in the Police Force for six months or more;

(b) served in the Port of Singapore Authority Auxiliary Police Force and the Singapore Airport Auxiliary Police Force for a period of six months; or

(c) served in the Special Constabulary and the Vigilante Corps for a period of one year including the period of training.

7.  Where a person is unable to complete the qualifying service on account of death, injury or other disability while in service, such person shall be eligible for the award of the Medal if such death, injury or other disability was not in consequence of the negligence or misconduct of that person.

8.  The Medal shall be awarded —

(a) by the Director, Manpower Division, in respect of the members of the Singapore Armed Forces and the People's Defence Force;

(b) by the Commissioner of Police, in respect of regular members of the Polis Repablik Singapura, the Port of Singapore Authority Auxiliary Police Force and the Singapore Airport Auxiliary Police Force; and

(c) by the Assistant Commissioner, Police National Service Command, in respect of members of the Special Constabulary and the Vigilante Corps.

9.  The names of the persons to whom the Medal is awarded shall be published in the Orders of the respective uniformed organisations and a register of such names shall be kept in the office of the Minister for Defence.

10.—(1)  The awarding authority under rule 8 may forfeit any Medal awarded to any person under these Rules if he —

(a) is convicted of any criminal offence;

(b) is dismissed or removed from any uniformed organisation referred to in rule 6; or

(c) is guilty of misconduct or disloyalty to Singapore.

(2)  Any Medal so forfeited may be restored by the awarding authority at his discretion.

(3)  A notice of the forfeiture or restoration of any Medal shall be published in the Orders of the respective uniformed organisations.

11.  Where a Medal has been lost or destroyed and it is desired to replace it, a statutory declaration by the person to whom the Medal belonged stating the circumstances under which the loss or destruction occurred, his rank, name and the unit to which he belongs shall be forwarded to the Permanent Secretary to the Ministry of Defence through the usual channels of correspondence in the case of a serving officer and in the case of a person who has retired direct to the Permanent Secretary. If the explanation as to the loss or destruction is considered satisfactory, the Medal shall be replaced on payment made by the recipient to cover the cost thereof.
