Good Service Medal Rules 1994

It is hereby notified for general information that the President, having been pleased to approve the institution of a medal to be styled “The Singapore Civil Defence Force Good Service Medal”, hereby makes the following Rules:

1.  These Rules may be cited as the Singapore Civil Defence Force Good Service Medal Rules 1994 and shall come into operation on 1st April 1994.

2.—(1)  In these Rules, unless the context otherwise requires —

“eligible person” means —

(a) an officer appointed under or a serviceman enlisted in the Singapore Civil Defence Force under section 7(1) of the Civil Defence Act (Cap. 42);

(b) an officer deemed to be appointed under the Civil Defence Act by virtue of section 60 of the Fire Safety Act (Cap. 109A);

(c) an auxiliary member recruited on a part-time basis under section 7(2) of the Civil Defence Act;

(d) a person who is deemed to have been enlisted in the Singapore Civil Defence Force under section 9(1) of the Civil Defence Act and is liable for reserve service in the Force;

“Medal” means the Singapore Civil Defence Force Good Service Medal;

“Singapore Armed Forces” means the force raised and maintained in accordance with the Singapore Armed Forces Act (Cap. 295);

“Singapore Civil Defence Force” means the force raised and maintained in accordance with the Civil Defence Act;

“Singapore Police Service” has the same meaning as in the Singapore Police Service Good Service Medal Rules 1994 (G.N. No. S 124/94).

(2)  For the purpose of these Rules, unless the contrary intention appears, “service” means full-time service, reserve service, regular service, mobilised service or voluntary service.

(3)  References in these Rules to a period of reserve service rendered are references to the period in which such person was liable for reserve service.

3.  A medal to be known as “The Singapore Civil Defence Force Good Service Medal” may be awarded to an eligible person in recognition of his good, efficient and faithful service in the Singapore Civil Defence Force subject to the minimum requirement in rule 4.

4.—(1)  An eligible person shall qualify for the award of the Medal if he has rendered —

(a) for a continuous period of at least 5 years —

(i) regular service as an officer or a serviceman in the Singapore Civil Defence Force;

(ii) part-time service as an auxiliary member in the Singapore Civil Defence Force; or

(iii) any combination of the form of services listed in sub-paragraphs (i) and (ii); or

(b) full-time national service under the Enlistment Act (Cap. 93) for a continuous period of 2 years followed immediately by —

(i) service as listed in sub-paragraph (a) (i) or (ii) for a continuous period of 3 years;

(ii) reserve service for a continuous period of 3 years; or

(iii) any combination of the length of service or reserve service referred to in sub-paragraphs (a) and (b) (ii) for a continuous period of 3 years,

in the Singapore Civil Defence Force.

(2)  In computing the period of service under paragraph (1), any form of service in the Singapore Armed Forces or the Singapore Police Service preceding service in the Singapore Civil Defence Force shall be treated as if it is such service in the Singapore Civil Defence Force.

(3)  A period shall be treated as continuous for the purposes of paragraph (1) notwithstanding —

(a) a break of service for one day for the purpose of awarding a pension or gratuity under the Pensions Regulations set out in the First Schedule to the Pensions Act (Cap. 225);

(b) any period of leave without pay, except that such period of leave shall not be counted towards the minimum requirement;

(c) any period of disruption from full-time service, except that such period of disruption shall not be counted towards the minimum requirement; or

(d) any transfer of service from one of the forces, services, bodies and organisations to another either within or between the Singapore Civil Defence Force, the Singapore Police Service and the Singapore Armed Forces where such transfer is without a break of service.

5.  The award of the Medal shall be made by the Commissioner of Civil Defence.

6.  The name of any person to whom the Medal is awarded shall be published in the Gazette.

7.—(1)  A person to whom the Medal is awarded shall forfeit the Medal —

(a) if he is dismissed or dishonourably discharged from service in the Singapore Civil Defence Force; or

(b) if the Commissioner of Civil Defence so directs.

(2)  Any Medal forfeited may be restored by the awarding authority at his discretion.

(3)  A notice of the forfeiture or restoration of any Medal shall be published in the Gazette.

8.  The loss or destruction of a Medal shall, if the replacement is desired, be reported by the recipient to the Commissioner of Civil Defence who may, if he is satisfied that the circumstances in which the loss or destruction occurred are such as to justify replacement, approve the replacement subject to payment made by the recipient to cover the cost of replacement thereof. No such report shall be made until 6 months after the alleged loss or destruction.

9.—(1)  The Medal shall consist of a circular medal in 925 sterling silver and shall measure 36 mm in diameter and 3 mm in thickness.

(2)  The obverse side of the Medal shall bear the Singapore Coat-of-Arms encircled by the inscriptions “CIVIL DEFENCE FORCE” above the Coat-of-Arms and “SINGAPORE” beneath the Coat-of-Arms.

(3)  The reverse side of the Medal shall bear the inscription “GOOD SERVICE” encircled by a laurel wreath.

10.—(1)  The Medal shall be worn by the recipient on the left side of the outer garment and shall be suspended by a ribbon that is 33 mm in width and 50 mm in length.

(2)  The ribbon shall be maroon in colour.

(3)  There shall be 2 vertical parallel stripes in orange in the centre of the ribbon, each of which shall be 3 mm apart from the other.

(4)  The parallel stripes in the centre shall be flanked on each side by 2 orange parallel stripes.

(5)  The parallel stripes flanking each side of the parallel stripes in the centre shall be 3 mm apart from the stripes in the centre.

10A.  The miniature version of the Medal shall be identical to the full size Medal as described in rules 9 and 10 except that the dimensions specified in those rules (other than the length of the ribbon) shall be reduced by half.

11.  The Medal shall be of the design set out in the Schedule.
