Medal Rules 1994

It is hereby notified for general information that the President, having been pleased to approve the institution of a medal to be styled “The Singapore Police Service Good Service Medal”, hereby makes the following Rules:

1.  These Rules may be cited as the Singapore Police Service Good Service Medal Rules 1994 and shall come into operation on 1st April 1994.

2.—(1)  In these Rules, unless the context otherwise requires —

“eligible person” means —

(a) a police officer of the Singapore Police Force which is established under Part II of the Police Force Act (Cap. 235);

(b) a special police officer of the Special Constabulary which is constituted under Part VIII of the Police Force Act;

(c) a prison officer of the Singapore Prisons Department who is appointed under Part III of the Prisons Act (Cap. 247);

(d) an officer of the Central Narcotics Bureau who is appointed or deemed to have been appointed under section 3 of the Misuse of Drugs Act (Cap. 185);

(e) a member of the Vigilante Corps which is established by the Vigilante Corps Act (Cap. 343); and

(f) a person who, being liable for reserve service under the Enlistment Act (Cap. 93), is liable for reserve service in the Singapore Police Force, the Special Constabulary or the Vigilante Corps;

“Medal” means the Singapore Police Service Good Service Medal;

“Singapore Armed Forces” means the force raised and maintained in accordance with the Singapore Armed Forces Act (Cap. 295);

“Singapore Civil Defence Force” means the force raised and maintained in accordance with the Civil Defence Act (Cap. 42);

“Singapore Police Service” means any of the following force, body or organisations:

(a) Singapore Police Force;

(b) Singapore Prisons Department;

(c) Central Narcotics Bureau;

(d) Special Constabulary;

(e) Vigilante Corps.

(2)  For the purposes of these Rules, unless the contrary intention appears, “service” means full-time service, reserve service, regular service, mobilised service or voluntary service.

(3)  References in these Rules to a period of reserve service rendered by a person are references to the period in which such person was liable for reserve service.

3.  A medal to be known as “The Singapore Police Service Good Service Medal” may be awarded to an eligible person in recognition of his good, efficient and faithful service in the Singapore Police Service, subject to the minimum requirements in rule 4.

4.—(1)  An eligible person shall qualify for the award of the Medal if he has rendered —

(a) regular or voluntary service on a part-time basis or a combination of both for a continuous period of at least 5 years in the Singapore Police Service; or

(b) full-time national service under the Enlistment Act (Cap. 93) for a continuous period of at least 2 years followed immediately by —

(i) regular service for a continuous period of at least 3 years;

(ii) voluntary service on a part-time basis for a continuous period of at least 3 years;

(iii) reserve service for a continuous period of at least 3 years; or

(iv) any combination of the forms of service referred to in sub-paragraphs (i), (ii) and (iii) for a continuous period of at least 3 years,

in the Singapore Police Service.

(2)  In computing the period of service under paragraph (1), any form of service in the Singapore Armed Forces or Singapore Civil Defence Force preceding service in the Singapore Police Force shall be treated as if it is such service in the Singapore Police Force.

(3)  A period shall be treated as continuous for the purposes of paragraph (1) notwithstanding —

(a) a break of service for one day for the purpose of awarding a pension or gratuity under the Pensions Regulations set out in the First Schedule to the Pensions Act (Cap. 225);

(b) any period of leave without pay, except that such period of leave shall not be counted towards the minimum requirement;

(c) any period of disruption from full-time service, except that such period of disruption shall not be counted towards the minimum requirement;

(d) any transfer of service from one of the forces, services, bodies and organisations to another either within or between the Singapore Police Service, the Singapore Civil Defence Force and the Singapore Armed Forces where such transfer is without a break of service.

5.  The award of the Medal shall be made by —

(a) the Commissioner of Police, where the eligible person is a member of the Singapore Police Force, the Special Constabulary or the Vigilante Corps;

(b) the Director of the Central Narcotics Bureau, where the eligible person is a member of the Central Narcotics Bureau;

(c) the Director of Prisons, where the eligible person is a member of the Singapore Prisons Department.

6.  The name of any person to whom the Medal is awarded shall be published in the Gazette.

7.—(1)  A person to whom the Medal is awarded shall forfeit the Medal —

(a) if he is dismissed or dishonourably discharged from service in the Singapore Police Service; or

(b) if the awarding authority under rule 5 so directs.

(2)  Any Medal forfeited may be restored by the awarding authority at his discretion.

(3)  A notice of the forfeiture or restoration of any Medal shall be published in the Gazette.

8.  The loss or destruction of a Medal shall, if the replacement is desired, be reported by the recipient to the recommending authority who may, if he is satisfied that the circumstances in which the loss or destruction occurred are such as to justify replacement, approve the replacement subject to payment made by the recipient to cover the cost of replacement thereof. No such report shall be made until 6 months after the alleged loss or destruction.

9.—(1)  The Medal shall consist of a circular medal in 925 sterling silver and shall measure 36 mm in diameter and 3 mm in thickness.

(2)  The obverse side of the Medal shall bear the Singapore Coat-of-Arms encircled by the inscription “POLIS REPABLIK SINGAPURA”.

(3)  The reverse side of the Medal shall bear the inscription “FOR GOOD SERVICE” encircled by a laurel wreath.

10.—(1)  The Medal shall be worn by the recipient on the left side of the outer garment and shall be suspended by a ribbon.

(2)  The ribbon shall be 33 mm in width and 50 mm in length.

(3)  There shall be a golden yellow stripe in the centre of the ribbon, flanked on each side by vertical blue stripes.

(4)  The width of the golden and blue stripes on the ribbon shall be 11 mm.

10A.  The miniature version of the Medal shall be identical to the full size Medal as described in rules 9 and 10 except that the dimensions specified in those rules (other than the length of the ribbon) shall be reduced by half.

11.  The Medal shall be of the design set out in the Schedule.
