2.—(1) Subject to sub‑paragraph (2), the vehicles bearing the chassis numbers specified in the First Schedule, and which do not comply with the Road Traffic (Motor Vehicles, Construction and Use) Rules (R 9), are authorised for use within the area specified in the Second Schedule from 20 March 2017 to 19 March 2019 (both dates inclusive).(2) The authorisation in sub‑paragraph (1) is subject to the following conditions:| (a) | there must be in force at all times a policy of insurance, in relation to the vehicle, insuring against any liability in respect of damage to any property or the death of, or bodily injury sustained by, any person caused by or arising out of the use of the vehicle; | | (b) | there must, at all times, be a valid special purpose licence issued under section 28A(3) of the Act in respect of the vehicle. |
