(Chingay Parade 2026 — Exemption)
Order 2026
In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Acting Minister for Transport makes the following Order:
Citation
1.  This Order is the Road Traffic (Chingay Parade 2026 — Exemption) Order 2026.
Definitions
2.  In this Order —
“Chingay 2026” means the event known as the Chingay Parade 2026 that is organised by the People’s Association and during which vehicles used as floats will travel on public roads between 7 March 2026 and 29 March 2026 (both dates inclusive);
“People’s Association” means the People’s Association constituted by section 2 of the People’s Association Act 1960;
“registered vehicle” means any vehicle registered under the Act and bearing a chassis number specified in Part 1 of the First Schedule;
“specified period” means the date and time set out in the Second Schedule in relation to a specified road;
“specified road” means any road that is delineated by the grey‑coloured lines in any map set out in the Second Schedule;
“unregistered vehicle” means any vehicle not registered under the Act and bearing a chassis number specified in Part 2 of the First Schedule.
Exemption for registered vehicle
3.—(1)  Subject to sub‑paragraph (2), the rules specified in items 1 to 6 of the Third Schedule do not apply to, or in relation to, a registered vehicle when it is used on any specified road at any time during the specified period for the purpose of Chingay 2026.
(2)  Sub‑paragraph (1) only applies if —
(a)the registered vehicle is driven by an individual —
(i)who is authorised by the People’s Association to drive the registered vehicle; and
(ii)who possesses a valid driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27) authorising the individual to drive the class of the registered vehicle;
(b)the registered vehicle is driven in a safe manner having regard to the safety of all passengers on the registered vehicle and other users of the specified road;
(c)there is in force a relevant policy of insurance in respect of the registered vehicle; and
(d)the risk under the policy of insurance mentioned in sub‑paragraph (c) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
(3)  In sub‑paragraph (2)(c), a relevant policy of insurance is a policy of insurance insuring the owner of a registered vehicle, and any other person (as may be specified in the policy) who drives that registered vehicle, jointly and severally against any liability which may be incurred by the owner of that registered vehicle, or by that person, in respect of the death of or bodily injury to any person caused by or arising out of the use of that registered vehicle in Singapore.
Exemption for unregistered vehicle
4.—(1)  Subject to sub‑paragraph (2), sections 10, 10A, 11, 12(1), 15, 29 and 91 of the Act, and the rules specified in the Third Schedule, do not apply to, or in relation to, an unregistered vehicle when it is used on any specified road at any time during the specified period for the purpose of Chingay 2026.
(2)  Sub‑paragraph (1) only applies if —
(a)the unregistered vehicle is driven by an individual —
(i)who is authorised by the People’s Association to drive the unregistered vehicle; and
(ii)who possesses a valid driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules authorising the individual to drive the class of the unregistered vehicle;
(b)the unregistered vehicle is driven in a safe manner having regard to the safety of all passengers on the unregistered vehicle and other users of the specified road;
(c)there is in force a relevant policy of insurance in respect of the unregistered vehicle; and
(d)the risk under the policy of insurance mentioned in sub‑paragraph (c) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
(3)  In sub‑paragraph (2)(c), a relevant policy of insurance is a policy of insurance insuring the owner of an unregistered vehicle, and any other person (as may be specified in the policy) who drives that unregistered vehicle, jointly and severally against any liability which may be incurred by the owner of that unregistered vehicle, or by that person, in respect of the death of or bodily injury to any person caused by or arising out of the use of that unregistered vehicle in Singapore.
