Road Traffic (Bicycles) (Exemption) Order 2010
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Home Affairs hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Road Traffic (Bicycles) (Exemption) Order 2010 and shall come into operation on 1st March 2010.
Definitions
2.  In this Order —
“bicycle” means a two-wheeled pedal cycle constructed or adapted for use as a means of conveyance but excludes a power-assisted bicycle;
“expressway” has the same meaning as in section 123A(12) of the Act;
“power-assisted bicycle” means a bicycle that is equipped with an electric motor and that may be propelled by muscular power or by the electric motor with which it is equipped, or by both;
“road” means any public road and any other road to which the public has access, and includes any bridge over which a road passes, but excludes an expressway.
Exemption
3.  Rule 28 of the Road Traffic Rules (R 20) shall not apply to any person riding a bicycle on the footway of any road within the area specified in the Schedule.

Paragraph 3
  The area bounded by and inclusive of Tampines Avenue 8, Tampines Street 73, Tampines Avenue 9, Tampines Avenue 12, Tampines Expressway, Pan Island Expressway, Tampines Avenue 5 and Tampines Avenue 1, and which is more particularly delineated in the following map:
