(Driving Instructors and Driving Schools)
(Exemption) Order 2011
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Home Affairs hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Road Traffic (Driving Instructors and Driving Schools) (Exemption) Order 2011 and shall come into operation on 1st January 2012.
Exemption
2.—(1)  Rule 23 of the Road Traffic (Driving Instructors and Driving Schools) Rules (R 16) shall not apply to the following holders of driving school licences:
(a)Singapore Safety Driving Centre Ltd;
(b)Bukit Batok Driving Centre Pte Ltd;
(c)ComfortDelGro Driving Centre Pte Ltd;
(d)SBS Transit Ltd; and
(e)SMRT Buses Ltd.
(2)  The exemptions under sub-paragraph (1) are subject to the conditions specified in the Schedule.
THE SCHEDULE
Paragraph 2(2)
Conditions
1.  The driving school shall have a valid driving school licence which is issued and renewed yearly by Traffic Police (TP).
2.  The driving school must have a driving instructor’s training programme approved by TP.
3.  Every driving instructor employed by the driving school must either —
(a)be a holder of an instructor’s licence; or
(b)be exempted from holding an instructor’s licence under the Road Traffic (Exemption from Requirement for Instructor’s Licence) Order 2016 (G.N. No. S 694/2016).

4.  The driving school must demonstrate adequate commitment to training facilities, infrastructure, instruction of trainees and business by complying with, at the minimum, the following:
(a)for each class of driving licence taught in the driving school, the school shall conduct both theory and practical lessons for the learner drivers according to TP’s training curriculum;
(b)the driving school shall have a minimum local capital investment of 10 million Singapore dollars (directly or indirectly related to driving training); the capital investment may include the fleet of vehicles for training and infrastructure for conducting driving lessons;
(c)the driving school shall have a minimum floor area of not less than 20,000 square metres (measured in gross floor area and/or land area);
(d)the driving school shall have driver training facilities appropriate for the type of training conducted at the driving school and such facilities shall include (but shall not be limited to) —
(i)a purpose-built driving circuit according to the requirement in TP’s training curriculum;
(ii)classrooms for conduct of driving theory lessons; and
(iii)other rooms dedicated for relevant purposes (e.g. rooms to house driving simulators); and
(e)the driving school should have company-issued uniforms for its driving instructors.
5.  The driving school must provide the following documents and items to TP when so requested:
(a)details of driving instructors’ training programme including updates and revisions to such programme;
(b)particulars of driving instructors employed by the driving school;
(ba)certifications of the physical fitness of driving instructors employed by the driving school;

(c)document containing details of booking system and lesson plans for theory and practical lessons;
(d)complete and audited annual financial statements and such other documents as TP may require (including relevant purchase orders and invoices);
(e)detailed floor plans (approved by Building and Construction Authority) with explanatory notes indicating usage of premises; and
(f)document containing specifications of uniforms issued to driving instructors and sample of uniform.
6.  The driving school must allow TP to conduct inspections on the premises of the driving school when so requested in order to ensure compliance with the conditions mentioned above.
