Order 2025

In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Home Affairs makes the following Order:

Citation and period in force

1.—(1)  This Order is the Road Traffic (Exemption for Use of Vehicle on Specified Footway — Marina Bay) Order 2025.

(2)  This Order is in force for the period between 15 January 2025 and 15 January 2028 (both dates inclusive).

Definitions

2.  In this Order —

“safety officer”, in relation to a specified motor vehicle, forklift, boom lift, scissor lift or lorry crane, means a person authorised by the Urban Redevelopment Authority to ensure the safety of other users of a specified footway while the motor vehicle is driven on the specified footway;

“specified event” means any event or series of related activities taking place in Singapore that is conducted on land under the control or management of the Urban Redevelopment Authority;

“specified footway” means any footway of a road that is delineated by the black-coloured lines in the maps set out in the Schedule;

“specified motor vehicle” means any motor vehicle other than the following:

(a) a motorised personal mobility device;

(b) a power-assisted bicycle;

(c) a motorised wheelchair;

(d) a mobility scooter;

(e) an automatic detection device that has wheels and a motor and is constructed to drive itself;

(f) a robotic machine designed to move and operate independently of human control when the computer that controls it is programmed;

(g) a motor vehicle that is constructed to drive itself;

(h) a forklift;

(i) a boom lift;

(j) a scissor lift;

(k) a lorry crane;

“Urban Redevelopment Authority” means the Urban Redevelopment Authority established by section 3 of the Urban Redevelopment Authority Act 1989.

Exemption for driving and riding specified motor vehicle

3.  Rule 28(1) of the Road Traffic Rules (R 20) does not apply to an individual who drives or rides a specified motor vehicle on a specified footway under the following conditions:

(a) the individual is authorised by the Urban Redevelopment Authority to drive the specified motor vehicle for any of the following purposes in connection with a specified event:

(i) to transport any individual or thing;

(ii) to sell any food or beverages;

(iii) to carry out any maintenance works;

(iv) to exhibit or display that vehicle;

(b) the specified motor vehicle is driven only for a purpose mentioned in sub‑paragraph (a);

(c) whenever the individual drives the specified motor vehicle on a specified footway, the safety officer of the motor vehicle is in front of the motor vehicle and is within the sight of the individual;

(d) the specified motor vehicle carries either a blinker or a hazard light;

(e) the individual must ensure that when the specified motor vehicle is being driven at any time from 7 p.m. to 7 a.m., every lamp carried by it (including the blinker or hazard light) is lit in a manner that is visible to other users of the specified footway during that time period;

(f) the individual who drives the specified motor vehicle must drive at a speed not exceeding 10 km/h;

(g) the individual who drives the specified motor vehicle must give way to other users of the specified footway;

(h) the individual possesses a valid driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27) authorising the individual to drive the class of the specified motor vehicle;

(i) there is in force, at any time the specified motor vehicle is used in connection with a specified event, a policy of insurance in relation to the specified motor vehicle insuring against any liability in respect of —

(i) the death of or bodily injury sustained by any person (other than the driver or any passenger of the specified motor vehicle); and

(ii) any property damage suffered by any person (other than the driver or any passenger of the specified motor vehicle),

caused by or arising out of the use of the specified motor vehicle;

(j) the risk under the policy of insurance mentioned in sub‑paragraph (i) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.

Exemption for driving forklift, boom lift or scissor lift

4.  Rule 28(1) of the Road Traffic Rules does not apply to an individual who drives a forklift, boom lift or scissor lift on a specified footway under the following conditions:

(a) in the case of a forklift, the individual —

(i) is authorised by the Urban Redevelopment Authority to use the forklift to transport anything in connection with a specified event; and

(ii) has attended and passed the Singapore Workforce Skills Qualifications (WSQ) — Operate Forklift Course;

(b) in the case of a boom lift, the individual —

(i) is authorised by the Urban Redevelopment Authority to use the boom lift to transport anything in connection with a specified event; and

(ii) has attended and passed the Singapore Workforce Skills Qualifications (WSQ) — Operate Boom Lift Course;

(c) in the case of a scissor lift, the individual —

(i) is authorised by the Urban Redevelopment Authority to use the scissor lift to transport anything in connection with a specified event; and

(ii) has attended and passed the Singapore Workforce Skills Qualifications (WSQ) — Operate Scissor Lift Course;

(d) the forklift, boom lift or scissor lift is only used —

(i) in the case of a forklift — for the purpose referred to in sub‑paragraph (a)(i);

(ii) in the case of a boom lift — for the purpose referred to in sub‑paragraph (b)(i); or

(iii) in the case of a scissor lift — for the purpose referred to in sub‑paragraph (c)(i);

(e) whenever the individual drives the forklift, boom lift or scissor lift on a specified footway, the safety officer of the motor vehicle is in front of the motor vehicle and is within the sight of the individual;

(f) the forklift, boom lift or scissor lift carries either a blinker or a hazard light;

(g) the individual must ensure that when the forklift, boom lift or scissor lift is being driven at any time from 7 p.m. to 7 a.m., every lamp carried by it (including the blinker or hazard light) is lit in a manner that is visible to other users of the specified footway during that time period;

(h) the individual who drives the forklift, boom lift or scissor lift must drive at a speed not exceeding 10 km/h;

(i) the individual who drives the forklift, boom lift or scissor lift must give way to other users of the specified footway;

(j) there is in force, at any time the forklift, boom lift or scissor lift is used in connection with a specified event, a policy of insurance in relation to the forklift, boom lift or scissor lift insuring against any liability in respect of —

(i) the death of or bodily injury sustained by any person (other than the driver or any passenger of the forklift, boom lift or scissor lift); and

(ii) any property damage suffered by any person (other than the driver or any passenger of the forklift, boom lift or scissor lift),

caused by or arising out of the use of the forklift, boom lift or scissor lift;

(k) the risk under the policy of insurance mentioned in sub‑paragraph (j) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.

Exemption for driving lorry crane

5.  Rule 28(1) of the Road Traffic Rules does not apply to an individual who drives a lorry crane on a specified footway under the following conditions:

(a) the individual is authorised by the Urban Redevelopment Authority to use the lorry crane to transport any individual or thing in connection with a specified event;

(b) the individual has attended and passed the Singapore Workforce Skills Qualifications (WSQ) — Operate Lorry Crane Course;

(c) the lorry crane is only used for the purpose mentioned in sub‑paragraph (a);

(d) whenever the individual drives the lorry crane on a specified footway, the safety officer of the lorry crane is in front of the lorry crane and is within the sight of the individual;

(e) the lorry crane carries either a blinker or a hazard light;

(f) the individual must ensure that when the lorry crane is being driven at any time from 7 p.m. to 7 a.m., every lamp carried by it (including the blinker or hazard light) is lit in a manner that is visible to other users of the specified footway during that time period;

(g) the individual who drives the lorry crane must drive at a speed not exceeding 10 km/h;

(h) the individual who drives the lorry crane must give way to other users of the specified footway;

(i) the individual possesses a valid driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules authorising the individual to drive the class of the lorry crane;

(j) there is in force, at any time the lorry crane is used in connection with a specified event, a policy of insurance in relation to the lorry crane insuring against any liability in respect of —

(i) the death of or bodily injury sustained by any person (other than the driver or any passenger of the lorry crane); and

(ii) any property damage suffered by any person (other than the driver or any passenger of the lorry crane),

caused by or arising out of the use of the lorry crane;

(k) the risk under the policy of insurance mentioned in sub‑paragraph (j) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
