(Cycling Events — General Exemption
in relation to Road Conduct) Order 2026
In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Home Affairs makes the following Order:
Citation and commencement
1.  This Order is the Road Traffic (Cycling Events — General Exemption in relation to Road Conduct) Order 2026 and comes into operation on 13 March 2026.
Definitions
2.  In this Order —
“cycling event” means an event that involves the participants of the event riding one or more bicycles on a pre‑determined route which includes a road;
“event organiser”, in relation to a cycling event, means any person granted a permit mentioned in section 143(1) of the Act authorising the person to use a specified road for conducting the cycling event;
“official”, in relation to a cycling event, means an individual employed or engaged by the event organiser to officiate the cycling event;
“specified motor cycle”, in relation to a cycling event, means any motor cycle conveying any individual engaged by the event organiser for the purposes of providing photography or videography services;
“specified road”, in relation to a cycling event, means any road or part of a road that is closed to traffic under a police order made under section 143(2) of the Act, in connection with the cycling event.
Exemption in relation to driving of specified motor cycle
3.  An individual who drives a specified motor cycle during and in connection with a cycling event on a specified road is exempt from section 73 of the Act (insofar as it relates to the requirement that a driver of a two‑wheeled motor cycle must not carry any person otherwise than sitting astride the motor cycle) under the following conditions:
(a)the individual is authorised by the event organiser to drive the specified motor cycle;
(b)the individual who drives the specified motor cycle possesses a valid driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27) authorising the individual to drive the class of motor vehicles that the specified motor cycle belongs to;
(c)the individual being carried on the specified motor cycle —
(i)is in a seated position; and
(ii)is firmly secured to the specified motor cycle by means of straps to ensure the person’s safety;
(d)there is in force, at any time the specified motor cycle is driven in connection with the specified event, a policy of insurance in relation to the specified motor cycle insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any individual (whether or not including the driver or any pillion rider of the specified motor cycle); and
(ii)any property damage suffered by any person (whether or not including the driver or any pillion rider of the specified motor cycle),
caused by or arising out of the use of the specified motor cycle;
(e)the risk under the policy of insurance mentioned in sub‑paragraph (d) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
Exemption in relation to riding of bicycle
4.  Rules 5, 6, 7, 7A, 7B, 8, 10 and 11 of the Road Traffic (Bicycles, Three‑wheeled Pedal Cycles, Trishaws and Recumbent Devices — Road Conduct) Rules (R 3) do not apply to an individual who rides a bicycle during and in connection with a cycling event on a specified road, under the following conditions:
(a)the individual is —
(i)registered with the event organiser of the cycling event as a participant of the cycling event; or
(ii)an official of the cycling event and is riding the bicycle for the purposes of officiating the cycling event;
(b)there is in force, at any time the bicycle is ridden in connection with the cycling event, a policy of insurance in relation to the bicycle insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any individual (whether or not including the rider of the bicycle); and
(ii)any property damage suffered by any person (whether or not including the rider of the bicycle),
caused by or arising out of the use of the bicycle;
(c)the risk under the policy of insurance mentioned in sub‑paragraph (b) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
