4. Rules 5, 6, 7, 7A, 7B, 8, 10 and 11 of the Road Traffic (Bicycles, Three‑wheeled Pedal Cycles, Trishaws and Recumbent Devices — Road Conduct) Rules (R 3) do not apply to an individual who rides a bicycle during and in connection with a cycling event on a specified road, under the following conditions:| (a) | the individual is —| (i) | registered with the event organiser of the cycling event as a participant of the cycling event; or | | (ii) | an official of the cycling event and is riding the bicycle for the purposes of officiating the cycling event; |
| | (b) | there is in force, at any time the bicycle is ridden in connection with the cycling event, a policy of insurance in relation to the bicycle insuring against any liability in respect of —| (i) | the death of or bodily injury sustained by any individual (whether or not including the rider of the bicycle); and | | (ii) | any property damage suffered by any person (whether or not including the rider of the bicycle), |
| caused by or arising out of the use of the bicycle; |
| | (c) | the risk under the policy of insurance mentioned in sub‑paragraph (b) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore. |
