Citation
1.  These Rules may be cited as the Road Traffic (Composition of Offences) Rules.
List of offences
2.  The following offences may be compounded by the Deputy Commissioner of Police or any police officer not below the rank of sergeant specially authorised by name in that behalf by the Deputy Commissioner of Police, or by any employee of the Authority specially authorised by name in that behalf personally by the Registrar of Vehicles appointed under section 9(1) of the Act, in accordance with section 135(1) of the Act:
(a)the offences referred to in sections 5(6), 5A(3), 5B(2), 6A(2), 6B(1), 10(3), 11(9), 11A(3) and (4), 12(4), 15, 20(2), 23A(5) and (7), 24(3), 26(4), 27(3), 29(1), (2) and (4), 34E(4), 35(3), 36(5), 39(1), 47G(1), 47K(1), 63(4), 65(4) and (5), 65B(1), 73(2), 74(3), 77(5), 78(3), 81(1A) and (2), 84(7), 87(3), 94(2), 97(1), (2) and (3), 113(6), 115(8), 116(7), 118(6), 120(4), 121(6), 122, 123A(1A), 126(1), (2) and (5), 127(5) and (10) and 143(7), (8) and (9) of the Act; and

Conditions to compound certain offences
2A.—(1)  Despite rule 2, a specified offence may not be compounded by a person mentioned in that rule unless the Authority has received payment of the arrears stated in the offer of composition for the specified offence.
(2)  In this rule —
“arrears”, in relation to an offer of composition for a specified offence committed in respect of a motor vehicle, means the following amounts:
(a)any unpaid vehicle entry fee under rule 20E(1) of the Road Traffic (International Circulation) Rules (R 7) incurred in respect of the last entry of the motor vehicle into Singapore;
(b)any unpaid toll under rule 3(1) of the Road Traffic (Collection of Toll at Woodlands and Tuas Checkpoints) Rules (R 12) incurred in respect of the last entry of the motor vehicle into Singapore;
(c)any unpaid road-user charge under rule 11 of the Road Traffic (Electronic Road Pricing System) Rules 2015 (G.N. No. S 226/2015) incurred in respect of the motor vehicle before the commission of the specified offence;
(d)any unpaid reciprocal road charge under rule 3(1) of the Road Traffic (Collection of Reciprocal Road Charge at Woodlands and Tuas Checkpoints) Rules 2017 (G.N. No. S 48/2017) incurred in respect of the motor vehicle before the commission of the specified offence;
“specified offence” means an offence under —
(a)rule 20H(1)(c) of the Road Traffic (International Circulation) Rules;
(b)rule 5(1) of the Road Traffic (Collection of Toll at Woodlands and Tuas Checkpoints) Rules; or
(c)rule 5(1) of the Road Traffic (Collection of Reciprocal Road Charge at Woodlands and Tuas Checkpoints) Rules 2017.

Methods of payment
3.—(1)  When an offer of composition of any offence is made and accepted, payment must be made —
(a)by an electronic funds transfer system to a bank account designated by the Commissioner of Police or the Authority to collect the payment, who or which must account for the payment;
(b)to a person appointed by the Authority to collect the payment on the Authority’s behalf, who must account for and issue a receipt for the payment; or
(c)if the payer is unable to make payment according to sub-paragraph (a) or (b) — by cash or cheque to a relevant authorised officer (within the meaning given by section 135(1B) of the Act) authorised by the Deputy Commissioner of Police or the Authority to collect the payment, who must account for and issue a receipt for the payment.

(2)  The Commissioner of Police or the Authority may, from time to time, stipulate the various electronic funds transfer systems as he or it may think fit to be used for the purposes of these Rules.

Forms
4.  The Deputy Commissioner of Police or the Authority may —
(a)design and utilise such forms as he or it may think fit for the purposes of these Rules; and
(b)require any person to complete any of the forms for any such purposes.
