2.—(1) A competent authority or an authorised officer may give notice to any person having in his possession any vehicle, vessel or aircraft, requiring the person to permit the competent authority or authorised officer to inspect and examine the vehicle, vessel or aircraft, as may be specified in the notice.(2) A person to whom a notice is given under paragraph (1) shall —| (a) | give the competent authority or authorised officer full and free access during reasonable hours to the vehicle, vessel or aircraft, or to any premises where the vehicle, vessel or aircraft is situated for the purpose of the competent authority or authorised officer inspecting and examining the vehicle, vessel or aircraft; | | (b) | provide such record, certificate, document or information relating to the vehicle, vessel or aircraft as may be requested by the competent authority or authorised officer for the purpose of the inspection and examination, being a record, certificate, document or information that is in the person’s possession or to which the person has access; | | (c) | allow the competent authority or authorised officer to make copies of, or to take extracts from any record, certificate, document or information referred to in sub-paragraph (b); and | | (d) | provide such other reasonable facilities and assistance to the competent authority or authorised officer for the effective discharge of their powers of inspection and examination of the vehicle, vessel or aircraft, as the case may be. |

| (3) Any inspection and examination of any vehicle, vessel or aircraft pursuant to a notice given under paragraph (1) shall be carried out during reasonable hours, and within a reasonable time after the giving of the notice and shall not be longer than necessary for the purposes of ascertaining the specifications of the vehicle, vessel or aircraft and its fitness for use. |
