Citation
1.  These Regulations may be cited as the Presidential Elections (Prescribed Forms) Regulations.

Writ and Notice of Writ
2.—(1)  For the purposes of section 6(3) of the Act, a writ for the purposes of an election to the office of President shall be in Form P1 in the Schedule.
(2)  For the purposes of section 7 of the Act —
(a)if the election is not a reserved election, a notice of the issue of a writ of election must be in Form P2 in the Schedule; and
(b)if the election is a reserved election, a notice of the issue of a writ of election must be in Form P3 in the Schedule.

Nomination paper
3.  For the purposes of section 9(3) of the Act, the nomination paper must be in Form P4 in the Schedule.

Statutory declaration that intending candidate does not belong to any community
3A.  For the purposes of section 9(4)(d)(ii)(B) of the Act, the statutory declaration must be in Form P5 in the Schedule.

Notice of election
4.  The notice referred to in section 16(5) of the Act shall be in Form P6 in the Schedule.
Ballot paper
5.  Every ballot paper shall be in Form P7 in the Schedule.

Declaration by voters
7.  The declaration referred to in section 27(1) of the Act shall be in Form P9 in the Schedule.
Oath of identity
8.  For the purposes of section 29(1) of the Act, the oath of identity shall be in Form P10 in the Schedule.
Record of counting
9.  For the purposes of section 32(8A)(b) of the Act, the record of counting for each counting place shall be in Form P11 in the Schedule.
Statement of poll
10.  A statement of the poll referred to in section 34(1) of the Act shall be in Form P12 in the Schedule.
Oath of secrecy
11.  For the purposes of section 36(1) of the Act, the oath of secrecy shall be in Form P13 in the Schedule.
Post-election declaration by candidates
11A.  For the purposes of section 55A(2) of the Act, the declaration mentioned in section 55A(1) of the Act must be in Form P13A in the Schedule.

Return of election expenses
12.—(1)  For the purposes of section 56(1) and (2) of the Act, the return respecting election expenses and the statement by a candidate and his or her principal election agent accompanying any such return shall be in Form P14 in the Schedule.

Authority to conduct election activity
13.  For the purposes of section 65(2) of the Act, the written authority to conduct any election activity shall be in Form P17 or P18 in the Schedule.

NOTICE OF ELECTION OF
PRESIDENT OF THE REPUBLIC OF SINGAPORE
     The Prime Minister having issued his writ for the election of the President of the Republic of Singapore, the Returning Officer will on                         20   , between 11 a.m. and 12 noon at                        , SINGAPORE                     , proceed to the nomination and, if there is no opposition, to the election of the President of the Republic of Singapore.
     Forms of nomination papers may be obtained at the office of the Returning Officer between the hours of           and           daily except on Saturday when the office closes at           (Sunday excepted).
     Every nomination paper must be signed by any 6 or more persons whose names appear in any current register of electors and be handed to the Returning Officer between 11 a.m. and 12 noon on nomination day.
     A nomination paper for the nomination of a person is invalid and may not be acted upon by the Returning Officer, unless the nomination paper contains or is accompanied by —
(a)the consent in writing of the person;
(b)a deposit of  *               ;
(c)a statutory declaration by the person for the purposes of section 9(3)(c) of the Presidential Elections Act 1991;
(d)a political donation certificate issued to the person by the Registrar of Political Donations under section 18(4) of the Political Donations Act 2000;
(e)a certificate of eligibility issued to the person by the Presidential Elections Committee;
(f)if the person applied for a community certificate, either —
(i)a community certificate issued to him; or
(ii)the written decision of the Community Committee rejecting the application; and
(g)if the person submitted a community declaration but did not apply for a community certificate —
(i)the Community Committee’s written notification that the community declaration is accepted; and
(ii)a statutory declaration that he does not consider himself to be a member of the Chinese community, the Malay community or the Indian or other minority communities.

Section 36 of Presidential Elections Act 1991
Maintenance of secrecy at elections
36.—(1)  Every officer, clerk, interpreter, candidate and agent authorised to attend at a polling station under section 22(5) or every other person so authorised under regulations made under section 30C(1)(d), or at the counting of the votes, must, before so attending, make an oath of secrecy, substantially in the prescribed form.
(2)  The Returning Officer has power to administer any oaths required to be taken under subsection (1).
(3)  Every officer, clerk, interpreter, candidate and agent authorised under section 22(5) and every person authorised under regulations made under section 30C(1)(d) in attendance at a polling station must maintain, and aid in maintaining, the secrecy of the voting in the station, and must not communicate, except for some purpose authorised by law, before the poll is closed, to any person any information as to the name or number on the register of electors of any elector who has or has not applied for a ballot paper or voted at that station, or as to the official mark.
(3A)  The total number of voters who have voted at any polling station at any time before the poll is closed may, in the discretion of the presiding officer, be divulged to the candidate or the candidate’s agent authorised to attend at the polling station.
(4)  Every officer, clerk, interpreter, candidate or agent in attendance at a polling station, and every person must not —
(a)attempt to obtain in the polling station information as to the candidate for whom any voter in the station is about to vote or has voted; or
(b)communicate at any time to any person any information obtained in a polling station as to the candidate for whom any voter in the polling station is about to vote or has voted, or as to the number on the back of the ballot paper given to any voter at the polling station.
(5)  Every officer, clerk, interpreter, candidate and agent in attendance at the counting of the votes must maintain and aid in maintaining the secrecy of the voting, and must not —
(a)attempt to ascertain at the counting the number on the back of any ballot paper; or
(b)communicate any information obtained at the counting as to the candidate for whom any vote is given by any particular ballot paper.
(6)  No person, except a presiding officer acting for a purpose authorised by this Act or a person authorised by the presiding officer and acting for that purpose, is to communicate or attempt to communicate with any voter after the voter has received a ballot paper and before the voter has placed it in a ballot box, or after the voter has been authorised to use an approved DRE voting machine to record his or her vote and before the voter records his or her vote at the machine, as the case may be.
(7)  Every person who acts in contravention of this section shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $1,500 or to imprisonment for a term not exceeding 9 months or to both.
