PRELIMINARY
Citation
1.  These Regulations may be cited as the Police Regulations.
PART II

2.  The ranks of the Police Force in descending order of seniority shall be as follows:

Prescribed grade for delegation of powers
2A.—(1)  For the purpose of section 17(1)(b) of the Act, the prescribed grade is MX10 for a Management Executive Officer and the equivalent grade for any other public officer.
(2)  For the purpose of section 17(2)(b) of the Act, the prescribed grade is MX12 for a Management Executive Officer and the equivalent grade for any other public officer.

PART III
DISCIPLINE AND PUNISHMENT
Complaints against police officers
3.—(1)  A complaint against a police officer must —
(a)be made in writing; and
(b)unless the complaint is made electronically, be read over to the person making the complaint and signed by that person.

(2)  Upon receipt of such complaint, the complaint shall be investigated immediately.
Disciplinary offence disclosed against officer below rank of inspector
4.—(1)  If, as a result of an investigation, a disciplinary offence is disclosed against a police officer below the rank of inspector, then —
(a)unless the case is earlier referred for prosecution under sub-paragraph (b) and a prosecution ensues thereafter, the police officer may be charged and the police officer must attend a disciplinary proceeding in accordance with regulation 5; or
(b)the police officer may be prosecuted under section 41(1) of the Act following a referral by the Commissioner to the Public Prosecutor.

(2)  Every charge shall describe the offence in the terms of the act in such manner as to identify the act or omission complained of.
Disciplinary proceedings against officer below rank of inspector
5.—(1)  When a police officer below the rank of inspector has been charged, disciplinary proceedings shall be conducted by a disciplinary officer authorised in that behalf without undue delay.
(2)  Every charge shall be read and explained to the officer concerned and he shall be asked if he pleads guilty or claims to be tried.
(3)  If there are 2 or more charges, the officer concerned shall be called upon to plead separately to each charge, and his reply shall be clearly and separately recorded in respect of each charge.
(4)  A charge may be amended or altered at any time before the finding.
(5)  Every alteration made to the charge shall be read and explained to the officer concerned and he shall be called upon to plead anew to the altered charge and to justify any demand he may make for additional time to prepare his defence.
(6)  If the officer concerned pleads guilty, the disciplinary officer conducting the disciplinary proceedings may accept the plea and record a conviction against him and impose on such officer such punishment as the disciplinary officer is empowered by the Act to impose, except that where the disciplinary officer conducting the disciplinary proceedings considers that the officer should be dismissed or retired from the Police Force, the disciplinary officer shall forward the record of the proceedings with his recommendations to the disciplinary officer’s commanding officer for sentence.
(7)  If the officer concerned claims to be tried, all the evidence shall be given in his presence and all exhibits may be seen by him, and the officer concerned —
(a)shall be allowed to cross-examine all witnesses for the prosecution;
(b)may give evidence in his defence and call any witness to give evidence on his behalf; and
(c)as well as his witnesses, may be cross-examined by the prosecution.
(8)  Evidence shall not ordinarily be taken down in the form of question and answer, but in the form of a narrative, and the disciplinary officer conducting the disciplinary proceedings may in his discretion take down any particular question and answer.
(9)  The evidence of each witness shall be signed and dated by the disciplinary officer conducting the disciplinary proceedings and by the interpreter, if any.
(10)  If the disciplinary officer conducting the disciplinary proceedings makes a finding of not guilty, he shall acquit the officer concerned immediately.
(11)  If the disciplinary officer conducting the disciplinary proceedings makes a finding of guilty, he shall record a conviction against the officer concerned and shall impose on that officer such punishment as he is empowered by the Act to impose.
Disciplinary procedure
6.  The procedure of any disciplinary inquiry shall strictly follow the procedure laid down in these Regulations and the written records of all proceedings shall be set down and dated in such manner as to show that the procedure has been complied with.
Retrial
7.  A commanding officer may order a rehearing of any disciplinary proceedings against a police officer below the rank of inspector if —
(a)the commanding officer is of the opinion that an inadequate sentence or excessive sentence has been imposed; or
(b)the proceedings have not been conducted in a proper manner.
Prescribed fine for committing disciplinary offence
7A.  For the purpose of section 40(4)(a) of the Act, the prescribed amount is —
(a)for a police officer who has attained or will, within 2 years after the order to pay the fine, attain the maximum of the police officer’s current salary scale or salary range, an amount equal to the last annual increment provided in the police officer’s salary scale or salary range; and
(b)for any other police officer, an amount equal to the total annual increments the police officer would receive in a period of 2 years after the order to pay the fine.

No police officer to go on strike
8.  No police officer shall go on strike or induce, persuade or encourage another police officer to go on strike.
Police officers below rank of inspector — forfeiture of pay
9.—(1)  The Commissioner or a commanding officer may direct that any deduction made in payment of a forfeiture of pay imposed on a police officer below the rank of inspector by way of punishment be made by instalments and may allow time for payment of such deduction and may grant an extension to the time so allowed.
(2)  In addition to any punishment imposed on a police officer below the rank of inspector for absence without leave or good cause or without subsequent sanction, forfeiture of all pay and allowances for the period of the absence shall be ordered.
Legal proceedings
10.—(1)  If legal proceedings, civil or criminal, of any kind are taken against a police officer, he shall immediately report the circumstances to his commanding officer.
(2)  The police officer concerned shall not enter into any negotiations with the complainant with a view to compounding an offence without prior sanction of the Commissioner or his commanding officer.
(3)  A police officer who is served with a summons other than a summons as a witness in a police case arising from the discharge of his official duties shall at once report that fact to his commanding officer.
Legal aid
11.—(1)  No steps may be taken by a police officer to institute legal proceedings on his own behalf in connection with any matters whatsoever arising out of his official duties, without the previous consent of the Commissioner.
(2)  A police officer may apply for legal aid in proceedings taken by or against him arising from matters connected with the performance of his official duties but no charges incurred through employing such aid shall be paid by the Government unless the prior sanction of the Government to such employment has been obtained.
Discharge certificates
12.  When any police officer is discharged from the Police Force, he shall be given a discharge certificate which shall state the cause of discharge.
PART IV
LEAVE AND PASSAGES
Application
13.—(1)  This Part shall apply to all police officers other than those whose leave and passage eligibility is governed by the terms of individual contracts or agreements.
(2)  Except in so far as otherwise provided in these Regulations, the provisions of the Government Instruction Manuals shall apply to police officers with such modifications as the circumstances require.
Leave — who may grant
14.—(1)  [Deleted by S 724/2022 wef 02/09/2022]
(2)  No pay leave may be granted otherwise than with the prior approval of the Commissioner or a Deputy Commissioner only where the officer authorised to grant such leave is satisfied that the officer concerned has over-stayed a period of leave or absented himself from duty unavoidably and by reason of circumstances beyond his control.
Applications for leave
15.  Applications for leave shall be made in such manner as the Commissioner may, from time to time, direct.
Casual leave
16.—(1)  A police officer may be granted casual leave at the rate of 14 days for each calendar year of service.
(2)  Casual leave —
(a)may be taken by an officer consecutively with any other description of leave; and
(b)shall not be granted to an officer who has served less than 6 months.
(3)  Eligibility for casual leave arises immediately upon the commencement of each calendar year and shall count as service for the purpose of computing subsequent eligibility for vacation leave.
No pay leave
17.  No pay leave may be granted in accordance with the Government Instruction Manuals relating to leave.
PART V
WELFARE ASSOCIATIONS

Application
18.  This Part applies to any association established for the welfare of police officers, special police officers or any non-police personnel performing duties in the Police Force.

Rules of associations
19.  The rules of any association shall be subject to the approval of the Commissioner and such rules shall provide for —
(a)the election of a committee to transact the business of the association between general meetings;
(b)the election of sub-committees to transact the business of branches of the association between general meetings of such branches;
(c)the convening of general and extraordinary general meetings of the association and of branches of the association;
(d)the convening of committee and sub-committee meetings;
(e)the notice which shall be given to members as to every kind of meeting;
(f)the powers, including the financial powers, of committees and sub-committees;
(g)the quorum at any meeting made up of —
(i)in the case of a committee meeting, at least one-half of the number of the members of that committee; and
(ii)in the case of a general meeting, a number of the members of the association to be decided by the committee of the association;

(h)minutes of meetings and other records to be kept in a language approved by the Commissioner;
(i)debates and discussions at all meetings to be conducted in the English language;
(j)voting at all meetings to be by a show of hands or written means (electronic or otherwise);

(k)the Commissioner to be informed of the names of all persons elected to committees or sub-committees immediately upon their election;

(l)moneys to be levied by the association or by any branch of the association from its members or otherwise only with the consent in writing, given generally or on a specific occasion, by the Commissioner or by a Deputy Commissioner;
(m)the Commissioner to be given, upon the Commissioner’s request —
(i)notice of any meeting of the association or the committee of the association; and
(ii)copies of the minutes of such a meeting;

(n)the Commissioner to be empowered to summon a general meeting of the association or a committee meeting or a sub-committee meeting by giving 7 days’ written notice thereof or such shorter notice as may be provided in the rules of the association;

(o)the Commissioner, a Deputy Commissioner or any police officer authorised by the Commissioner, to be empowered, at their discretion, to attend any meeting and to be heard;
(p)any rules of the association to be amended as the Commissioner may direct; and
(q)such other matters as may be necessary for the proper working of the association.

Dissolution of association
20.—(1)  The Commissioner may, by notice in Force Orders, dissolve an association if —
(a)the association has contravened these Regulations or its own rules;
(b)in his opinion, the association does not represent the class of police officers, special police officers or non-police personnel performing duties in the Police Force for which it was established; or

(c)in his opinion, the association is acting or being used in any manner prejudicial to the interests, good order or discipline of the Police Force.
(2)  Where the Commissioner has dissolved an association under paragraph (1), any person who, on the date of the dissolution, was an office-bearer of that association, shall, for a period of 2 years starting from that date, be disqualified, except with the written permission of the Commissioner, from being elected as an office-bearer of any association or to act as such an office-bearer.

Appeals against dissolution
21.  Any association aggrieved by the decision of the Commissioner under regulation 20 may, within 30 days of the decision, appeal in writing to the Minister whose decision shall be final.
Making of representations
22.—(1)  Any representation by an association of police officers below the rank of inspectors affecting members in only one Division or Unit of the Police Force shall, in the first instance, be made in writing to the officer in command of that Division or Unit who shall consider the representation and take such action thereon, which may include reference to the Commissioner, as he thinks fit.
(2)  The officer in command of the Division or Unit of the Police Force shall inform the association of his action and, if the association so requests, shall forward to the Commissioner a report together with any written representation made to him by the association.
(3)  Any representation, other than a representation made in the first instance by an association of police officers below the rank of inspectors affecting members in only one Division or Unit of the Police Force, shall be made in writing to the Commissioner who shall consider the representation and take such action thereon, which may include reference to the Government, as the Commissioner thinks fit.
(4)  The Commissioner shall inform the association of his action under paragraph (3) and, if the association so requests, shall forward to the Government a report together with any written representation made to the Commissioner by the association.
(5)  In any case where the committee or representatives of an association are required to attend a meeting with, or are permitted to make oral representations to, the Minister or officers of the Government, the Commissioner shall be entitled, either himself or by a representative as he may decide, to be present and to be heard.
Saving
23.  Nothing in this Part shall be construed as derogating from or limiting the lawful authority of any police officer.
PART VI
DRESS REGULATIONS
Uniform
24.  The Order of Dress and the occasions when Dress is to be worn, the specifications of the articles of uniform and accoutrements to be worn and of their standard materials, the scales of issue of uniform and accoutrements and the manner in which certain articles of uniform and accoutrements are to be worn shall be laid down by the Commissioner in such manner as he deems fit.
Badge and Crest
25.—(1)  The Singapore Police Force Badge shall be a device consisting of a shield on which is emblazoned 5 stars on a crescent moon surrounded by a paddy wreath — all surmounting a ribbon worded POLIS REPABLIK SINGAPURA.

(2)  The Singapore Police Force Crest shall consist of a shield bearing a white crescent moon and 5 stars emblazoned on a red background, surrounded by a paddy wreath — all surmounting a ribbon worded POLIS REPABLIK SINGAPURA in white on a blue background.

PART VII
POLICE FUND
Administration
27.—(1)  The Police Fund shall be administered by the Police Financial Officer subject to the direction of the Commissioner.
(2)  All moneys received for the Police Fund shall be deposited in a deposit account with the Accountant-General.
(3)  The Commissioner may from time to time direct that any amount in the Police Fund not immediately required for current purposes may be placed on a deposit in any bank or invested in investments authorised by law for the investment of trust funds (except any stock, bond or security issued by or guaranteed by the Government), and may direct the transfer or realisation of any such deposit or investment.
Payments
28.—(1)  The authority for the payment of rewards to police officers shall be the publication of such a reward, with the reason therefor, in Force Orders.
(2)  Other payments shall be made with the approval of the Commissioner.
Loans
29.—(1)  The granting of loans shall be in the discretion of the Commissioner who shall have regard to the officer’s conduct and financial stability.
(2)  Loans to police officers shall —
(a)bear interest at such rate as the Commissioner may from time to time direct; and
(b)be repayable by monthly instalments within such period as the Commissioner may in each particular case determine.
(3)  Loans shall ordinarily be repayable, with interest, within 2 years and be so limited in amount that no monthly instalment shall ordinarily exceed one-quarter of the officer’s monthly emoluments or pension, as the case may be.
Accounts
30.—(1)  The Police Financial Officer shall maintain a Police Fund cash book showing —
(a)all amounts received;
(b)the sources from and dates on which the amounts were received and details of all payments with the dates of and authority for such payments; and
(c)appropriate ledger accounts.
(2)  There shall be kept in addition to paragraph (1), a loans ledger in which shall be recorded —
(a)the amounts of loans granted;
(b)the amounts outstanding together with particulars of individual loans, interest thereon; and
(c)the repayments of loans.
(3)  A statement of accounts shall be submitted annually to the Commissioner.
(4)  All accounts shall be balanced monthly and all books and vouchers shall be submitted to the Auditor-General together with the annual statement of accounts for audit within one month after the expiration of each year.

(3)  The charges specified in paragraphs (1) and (2) are inclusive of the goods and services tax chargeable under the Goods and Services Tax Act (Cap. 117A) on the services in respect of which such charges are payable.

32.  In computing the amount of charges payable at an hourly rate under regulation 31, the time during which a police officer or an officer of the Special Constabulary is employed shall be reckoned to commence from the time at which the officer leaves his police station to carry out the duties for which he is engaged until he arrives back at the police station after completing those duties.
Additional charges
33.  In addition to any charges payable under regulation 31, the following charges shall also be payable for the services of a police officer or an officer of the Special Constabulary:
(a)a charge for conveying such officer from his police station to his place of duty and back to the police station as follows:
(i)motor cycle
$1.20 per kilometre;
(ii)3-ton van
$1.80 per kilometre;
(iii)any other vehicle
$1.20 per kilometre;
(b)a charge for the services, according to rank, of any driver of the vehicle at the appropriate rate set out in regulation 31;
(c)any expense incurred by the officer in using public transport; and
(d)a charge of $35 per month if the officer is required to wear plain clothes instead of police uniform.
