National Registration (Photographs)
Regulations 2017
In exercise of the powers conferred by section 19 of the National Registration Act, the Minister for Home Affairs makes the following Regulations:
Citation and commencement
1.  These Regulations are the National Registration (Photographs) Regulations 2017 and come into operation on 1 January 2018.
Photograph to comply with requirements
2.  Every photograph provided to a registration officer for the purposes of registration or re‑registration under the Act must —
(a)be taken not more than 3 months before the date of the application;
(b)bear a similar likeness to the individual applying for registration or re-registration (called in these Regulations the applicant);
(c)not be tampered with;
(d)be clear and undistorted; and
(e)comply with the specifications set out in the Schedule.
Revocation
3.  The National Registration (Photographs) Regulations (Rg 1) are revoked.

Specifications of applicant’s photograph
Standard and quality
1.—(1)  The photograph must be in colour.
(2)  The photograph must have a plain white background or, in the case where the applicant’s hair, hat or head covering is white, a plain light grey background.
(3)  The photograph must be in sharp focus and clear with no ink marks or creases.
(4)  If submitted in hard copy, the photograph must be printed on high quality paper at high resolution with a matt or semi‑matt finish.
(5)  The photograph must be taken with uniform lighting and must not show any flash reflection or shadow on the applicant’s face or any uneven bright spots or red eyes.
Dimensions
2.—(1)  The photograph must be 35 millimetres wide by 45 millimetres long when measured without borders.
(2)  The applicant’s face must take up at least 70% of the photograph and be between 25 millimetres and 35 millimetres when measured from the chin to the crown of the applicant’s head.
Style
3.—(1)  The photograph must show the applicant looking directly at the camera, with eyes open and clearly visible.
(2)  The photograph must clearly show both edges of the applicant’s face.
(3)  The photograph must not show the applicant looking over any shoulder (portrait style) and the applicant’s head must not be tilted.
(4)  No part of the applicant’s face is to be obscured.
(5)  The top of the applicant’s shoulders must be visible in the photograph.
(6)  The photograph must not show the applicant wearing any sunglasses.
(7)  If the applicant wears any spectacles, the photograph must show the applicant’s eyes clearly with no reflection off the spectacles.
(8)  The photograph must not show the applicant wearing any hat or other head covering unless —
(a)it is a hat or head covering that the applicant habitually wears for religious reasons or due to custom; and
(b)the photograph provides a full frontal view of the applicant’s head and shoulders, showing the applicant’s facial features in their entirety.
(9)  The photograph must show the applicant alone with no chair back, objects or other individuals visible.
