PART 5 | Medals to be awarded by Minister |
18.—(1) The NPCC Long Service Medal, NCDCC Long Service (10 Years) Medal, NCDCC Long Service (30 Years) Medal, and Clasp are awarded by the Minister acting in accordance with the recommendation of the Council.| (2) The recommendation of the Council for the purposes of paragraph (1) must be submitted to the Minister in August each year. |

19.—(1) The names of the recipients must be published —| (a) | in the National Police Cadet Corps General Orders, in the case of an NPCC officer receiving the NPCC Long Service Medal or Clasp; and | | (b) | in the National Civil Defence Cadet Corps General Orders, in the case of an NCDCC officer receiving the NCDCC Long Service (10 Years) Medal, NCDCC Long Service (30 Years) Medal, or Clasp. |
(2) A register showing the names of the recipients of any of the following Medals or Clasps must be kept in the Office of the Council:| (a) | NPCC Long Service Medal or Clasp; | | (b) | NCDCC Long Service (10 Years) Medal or Clasp; | | (c) | NCDCC Long Service (30 Years) Medal. |

20.—(1) The Minister may forfeit any Medal or Clasp awarded to any person under these Regulations if the person —| (a) | is dismissed or dishonourably discharged from either the National Police Cadet Corps, the National Civil Defence Cadet Corps or the Education Service, as the case may be; | | (b) | is convicted of any criminal offence; or | | (c) | is guilty of misconduct or disloyalty to Singapore. |
| (2) Any Medal or Clasp forfeited may be restored by the Minister at the Minister’s discretion. |
(3) A notice of the forfeiture or restoration must be published —| (a) | in relation to the NPCC Long Service Medal or Clasp, in the National Police Cadet Corps General Orders; and | | (b) | in relation to the NCDCC Long Service (10 Years) Medal, NCDCC Long Service (30 Years) Medal, or Clasp, in the National Civil Defence Cadet Corps General Orders. |

21.—(1) The recipient of a Medal or Clasp must, if the replacement of the Medal or Clasp is desired, report in writing the loss or destruction of his or her Medal or Clasp to the recommending authority who may, if the recommending authority is satisfied that the circumstances in which the loss or destruction occurred are such as to justify replacement, approve the replacement subject to payment made by the recipient to cover the cost of the replacement of the Medal or Clasp.| (2) A report for replacement of any Medal or Clasp made under paragraph (1) must be forwarded by the recommending authority to the Minister for the Minister’s notice. |
| (3) No report of the loss of any Medal or Clasp may be made under paragraph (1) until 6 months after the recipient first believes the Medal or Clasp to be lost. |
(4) In this regulation, “recommending authority” means —| (a) | the Commandant of the National Police Cadet Corps, in the case of a replacement of an NPCC Long Service Medal or Clasp; or | | (b) | the Commandant of the National Civil Defence Cadet Corps, in the case of a replacement of an NCDCC Long Service (10 Years) Medal, NCDCC Long Service (30 Years) Medal, or Clasp. |
