(Long Service Medal) Regulations 2018
In exercise of the powers conferred by section 17 of the Home Team Corps Act 2017, the Home Team Corps Council, with the approval of the Minister for Education (Schools), makes the following Regulations:
PART 1
PRELIMINARY
Citation and commencement
1.  These Regulations are the Home Team Corps (Long Service Medal) Regulations 2018 and come into operation on 5 March 2018.
Definitions
2.  In these Regulations —
“Clasp” means the Clasp mentioned in regulation 4(2) or 9(2);
“Council” means the Home Team Corps Council established under section 5 of the Act;
“Medal” means an NCDCC Long Service (10 Years) Medal, NCDCC Long Service (30 Years) Medal or NPCC Long Service Medal;
“NCDCC Long Service (10 Years) Medal” means the National Civil Defence Cadet Corps Long Service (10 Years) Medal mentioned in regulation 8;
“NCDCC Long Service (30 Years) Medal” means the National Civil Defence Cadet Corps Long Service (30 Years) Medal mentioned in regulation 13;
“NCDCC officer” means an officer or honorary officer of the National Civil Defence Cadet Corps appointed under section 7 of the Act;
“NPCC Long Service Medal” means the National Police Cadet Corps Long Service Medal mentioned in regulation 3;
“NPCC officer” means an officer, honorary officer or honorary instructor of the National Police Cadet Corps appointed under section 7 of the Act;
“qualifying service” means —
(a)in relation to the National Civil Defence Cadet Corps, service as an NCDCC officer (less any period or periods that are deducted under regulation 9(3) or 14(2)); and
(b)in relation to the National Police Cadet Corps, service as an NPCC officer (less any period or periods that are deducted under regulation 4(3));
“service” means —
(a)in relation to the National Civil Defence Cadet Corps, active involvement in open or school units of the National Civil Defence Cadet Corps; and
(b)in relation to the National Police Cadet Corps, active involvement in open or school units of the National Police Cadet Corps;
“Singapore Armed Forces” means the Singapore Armed Forces raised and maintained under the Singapore Armed Forces Act (Cap. 295).
PART 2
NPCC LONG SERVICE MEDAL
Designation of NPCC Long Service Medal
3.  A medal to be designated and styled the National Police Cadet Corps Long Service Medal may be awarded to an NPCC officer in recognition of the NPCC officer’s good and efficient service in the National Police Cadet Corps, subject to the minimum requirement specified in regulation 4.
Qualifying service for NPCC Long Service Medal
4.—(1)  An NPCC officer is eligible for the award of the NPCC Long Service Medal if the NPCC officer has, on or after 1 January 1978, completed at least 10 years of continuous and unbroken qualifying service, and has regular attendance.
(2)  A Clasp may be awarded to a recipient of the NPCC Long Service Medal on the completion of each further 5‑year period of continuous and unbroken qualifying service subsequent to the date of completion of qualifying service for the NPCC Long Service Medal.
(3)  The following periods of service are not counted as qualifying service for the purposes of paragraphs (1) and (2):
(a)the whole period of disruption from service;
(b)the whole period of service with the Singapore Armed Forces, the Singapore Civil Defence Force, the Singapore Police Force or any other service.
(4)  Qualifying service for the purposes of paragraphs (1) and (2) must be continuous and unbroken but there is no break in service if the service is interrupted for any of the periods mentioned in paragraph (3).
(5)  Despite paragraphs (3) and (4), in the case of an NPCC officer —
(a)who was previously discharged; and
(b)who subsequent to his or her discharge, was re‑appointed as an NPCC officer,
whether that NPCC officer’s period of service before his or her discharge is treated as qualifying service for the purposes of paragraphs (1) and (2) is subject to the approval of the Commandant of the National Police Cadet Corps.
Description of NPCC Long Service Medal
5.—(1)  The NPCC Long Service Medal consists of a circular medal in silver and measures 35 mm in diameter.
(2)  The obverse side of the NPCC Long Service Medal bears the crest of the Ministry of Education with the inscription “SINGAPORE” below it.
(3)  The centre of the reverse side of the NPCC Long Service Medal bears the inscription “FOR LONG SERVICE” encircled by a laurel wreath with a star at the top, and further encircled by the inscription “NATIONAL POLICE CADET CORPS”.

6.  The design of the NPCC Long Service Medal is set out in the First Schedule.
Wearing of NPCC Long Service Medal
7.—(1)  The NPCC Long Service Medal is worn by the recipient on the left side of the outer garment suspended by a ribbon 35 mm in width and 50 mm in length.
(2)  The ribbon has vertical stripes in maroon, blue and white.
(3)  The centre of the ribbon has a white stripe of 2.2 mm in width, flanked on each side by a maroon stripe of 2.4 mm in width, followed by —
(a)another white stripe of 1.6 mm in width;
(b)a blue stripe of 2.4 mm in width;
(c)another white stripe of 1.0 mm in width;
(d)another blue stripe of 4.5 mm in width; and
(e)another maroon stripe of 4.5 mm in width.
(4)  For each Clasp awarded, a small silver star may be added to the ribbon when worn alone.
PART 3
NCDCC LONG SERVICE (10 YEARS) MEDAL
Designation of NCDCC Long Service (10 Years) Medal
8.  A medal to be designated and styled the National Civil Defence Cadet Corps Long Service (10 Years) Medal may be awarded to an NCDCC officer in recognition of the NCDCC officer’s good and efficient service in the National Civil Defence Cadet Corps, subject to the minimum requirement specified in regulation 9.
Qualifying service for NCDCC Long Service (10 Years) Medal
9.—(1)  An NCDCC officer is eligible for the award of the NCDCC Long Service (10 Years) Medal if the NCDCC officer has, on or after 1 January 2005, completed at least 10 years of continuous and unbroken qualifying service, and has regular attendance.
(2)  A Clasp may be awarded to a recipient of the NCDCC Long Service (10 Years) Medal on the completion of at least 15 years of continuous and unbroken qualifying service and a second Clasp on the completion of at least 20 years of continuous and unbroken qualifying service.
(3)  The following periods of service are not counted as qualifying service for the purposes of paragraphs (1) and (2):
(a)the whole period of disruption from service;
(b)the whole period of service with the Singapore Armed Forces, the Singapore Civil Defence Force, the Singapore Police Force or any other service.
(4)  Qualifying service for the purposes of paragraphs (1) and (2) must be continuous and unbroken but there is no break in service if the service is interrupted for any of the periods mentioned in paragraph (3).
(5)  Despite paragraphs (3) and (4), in the case of an NCDCC officer —
(a)who was previously discharged; and
(b)who subsequent to his or her discharge, was re‑appointed as an NCDCC officer,
whether that NCDCC officer’s period of service before his or her discharge is treated as qualifying service for the purposes of paragraphs (1) and (2) is subject to the approval of the Commandant of the National Civil Defence Cadet Corps.
Description of NCDCC Long Service (10 Years) Medal
10.—(1)  The NCDCC Long Service (10 Years) Medal consists of an 8‑armed star shape medal and measures 42 mm in width and 3 mm in thickness.
(2)  The obverse side of the NCDCC Long Service (10 Years) Medal bears the crest of the Ministry of Education with the inscription “SINGAPORE” below it.
(3)  The centre of the reverse side of the NCDCC Long Service (10 Years) Medal bears the inscription “FOR LONG SERVICE” encircled by a laurel wreath, and further encircled by the inscription “NATIONAL CIVIL DEFENCE CADET CORPS”.

11.  The design of the NCDCC Service (10 Years) Medal is set out in the Second Schedule.

12.—(1)  The NCDCC Long Service (10 Years) Medal is worn by the recipient on the left side of the outer garment suspended by a ribbon measuring 33 mm in width and 50 mm in length.
(2)  The ribbon has vertical stripes in orange, white and red.
(3)  The centre of the ribbon has a white stripe of 5 mm in width, flanked on each side by a red stripe of 3 mm in width, followed by —
(a)another white stripe of 3 mm in width; and
(b)an orange stripe of 8 mm in width.
(4)  For each Clasp awarded, a small silver star may be added to the ribbon when worn alone.
PART 4
NCDCC LONG SERVICE (30 YEARS) MEDAL
Designation of NCDCC Long Service (30 Years) Medal
13.  A medal to be designated and styled the National Civil Defence Cadet Corps Long Service (30 Years) Medal may be awarded to an NCDCC officer in recognition of the NCDCC officer’s good and efficient service in the National Civil Defence Cadet Corps, subject to the minimum requirement specified in regulation 14.
Qualifying service for NCDCC Long Service (30 Years) Medal
14.—(1)  An NCDCC officer is eligible for the award of the NCDCC Long Service (30 Years) Medal if the NCDCC officer has, on or after 1 January 2005, completed at least 30 years of continuous and unbroken qualifying service, and has regular attendance.
(2)  The following periods of service are not counted as qualifying service for the purposes of paragraph (1):
(a)the whole period of disruption from service;
(b)the whole period of service with the Singapore Armed Forces, the Singapore Civil Defence Force, the Singapore Police Force or any other service.
(3)  Qualifying service for the purposes of paragraph (1) must be continuous and unbroken but there is no break in service if the service is interrupted for any of the periods mentioned in paragraph (2).
(4)  Despite paragraphs (2) and (3), in the case of an NCDCC officer —
(a)who was previously discharged; and
(b)who subsequent to his or her discharge, was re‑appointed as an NCDCC officer,
whether that NCDCC officer’s period of service before his or her discharge is treated as qualifying service for the purposes of paragraph (1) is subject to the approval of the Commandant of the National Civil Defence Cadet Corps.
Description of NCDCC Long Service (30 Years) Medal
15.—(1)  The NCDCC Long Service (30 Years) Medal consists of a 6‑pointed star medal and measures 38 mm in width and 3 mm in thickness.
(2)  The obverse side of the NCDCC Long Service (30 Years) Medal bears the crest of the Ministry of Education with the inscription “SINGAPORE” below it.
(3)  The centre of the reverse side of the NCDCC Long Service (30 Years) Medal bears the inscription “FOR LONG SERVICE” encircled by a laurel wreath, and further circled by the inscription “NATIONAL CIVIL DEFENCE CADET CORPS”.

16.  The design of the NCDCC Long Service (30 Years) Medal is set out in the Third Schedule.

17.—(1)  The NCDCC Long Service (30 Years) Medal is worn by the recipient on the left side of the outer garment suspended by a ribbon measuring 33 mm in width and 50 mm in length.
(2)  The ribbon has vertical stripes in red and blue.
(3)  The centre of the ribbon has a blue stripe of 7 mm in width, flanked on each side by a red stripe of 3 mm in width, followed by —
(a)another blue stripe of 2 mm in width; and
(b)another red stripe of 8 mm in width.
PART 5
AWARD OF MEDALS, ETC.
Medals to be awarded by Minister
18.—(1)  The NPCC Long Service Medal, NCDCC Long Service (10 Years) Medal, NCDCC Long Service (30 Years) Medal, and Clasp are awarded by the Minister acting in accordance with the recommendation of the Council.
(2)  The recommendation of the Council for the purposes of paragraph (1) must be submitted to the Minister in August each year.
Publication of awards
19.—(1)  The names of the recipients must be published —
(a)in the National Police Cadet Corps General Orders, in the case of an NPCC officer receiving the NPCC Long Service Medal or Clasp; and
(b)in the National Civil Defence Cadet Corps General Orders, in the case of an NCDCC officer receiving the NCDCC Long Service (10 Years) Medal, NCDCC Long Service (30 Years) Medal, or Clasp.
(2)  A register showing the names of the recipients of any of the following Medals or Clasps must be kept in the Office of the Council:
(a)NPCC Long Service Medal or Clasp;
(b)NCDCC Long Service (10 Years) Medal or Clasp;
(c)NCDCC Long Service (30 Years) Medal.
Forfeiture of Medals
20.—(1)  The Minister may forfeit any Medal or Clasp awarded to any person under these Regulations if the person —
(a)is dismissed or dishonourably discharged from either the National Police Cadet Corps, the National Civil Defence Cadet Corps or the Education Service, as the case may be;
(b)is convicted of any criminal offence; or
(c)is guilty of misconduct or disloyalty to Singapore.
(2)  Any Medal or Clasp forfeited may be restored by the Minister at the Minister’s discretion.
(3)  A notice of the forfeiture or restoration must be published —
(a)in relation to the NPCC Long Service Medal or Clasp, in the National Police Cadet Corps General Orders; and
(b)in relation to the NCDCC Long Service (10 Years) Medal, NCDCC Long Service (30 Years) Medal, or Clasp, in the National Civil Defence Cadet Corps General Orders.
Replacement of Medals
21.—(1)  The recipient of a Medal or Clasp must, if the replacement of the Medal or Clasp is desired, report in writing the loss or destruction of his or her Medal or Clasp to the recommending authority who may, if the recommending authority is satisfied that the circumstances in which the loss or destruction occurred are such as to justify replacement, approve the replacement subject to payment made by the recipient to cover the cost of the replacement of the Medal or Clasp.
(2)  A report for replacement of any Medal or Clasp made under paragraph (1) must be forwarded by the recommending authority to the Minister for the Minister’s notice.
(3)  No report of the loss of any Medal or Clasp may be made under paragraph (1) until 6 months after the recipient first believes the Medal or Clasp to be lost.
(4)  In this regulation, “recommending authority” means —
(a)the Commandant of the National Police Cadet Corps, in the case of a replacement of an NPCC Long Service Medal or Clasp; or
(b)the Commandant of the National Civil Defence Cadet Corps, in the case of a replacement of an NCDCC Long Service (10 Years) Medal, NCDCC Long Service (30 Years) Medal, or Clasp.
