Guns, Explosives and Weapons Control
(Explosives — Exemption)
Order 2025
In exercise of the powers conferred by section 87(3) of the Guns, Explosives and Weapons Control Act 2021, the Minister for Home Affairs makes the following Order:
Citation and commencement
1.  This Order is the Guns, Explosives and Weapons Control (Explosives — Exemption) Order 2025 and comes into operation on 1 July 2025.
Definitions
2.—(1)  In this Order —
“bon-bon cracker” means an article containing a bon‑bon cracker snap which is designed to emit a low‑level noise when it is pulled apart;
“bon-bon cracker snap” means the component of a bon‑bon cracker which is designed to produce a sound resulting from an explosion that occurs when the ends of strips (to which an initiatory explosive is applied in a quantity not exceeding 2 grams per 1,000 articles) are pulled away from each other;
“classification code”, for an explosive, means the figures representing —
(a)the class, division and compatibility group to which the explosive is assigned in conformity with 2.1.1.4 and 2.1.2 of the UNRTDG Volume I; or
(b)the class, division and packing compatibility group to which the explosive is assigned in conformity with 3.2 of the UNRTDG Volume I;
“confetti bomb” means a pyrotechnic device designed to project confetti and to emit a report when an igniting string is pulled and containing an explosive substance with a mass not exceeding 20 milligrams, mainly consisting of any one or more of the following substances:
(a)potassium chlorate;
(b)amorphous phosphorus;
(c)antimony sulfide;
(d)sulfur;
“conveyance” excludes an aircraft;
“display host”, for a fireworks display, means the person who employs or otherwise engages a fireworks contractor to organise the fireworks display for the person, and includes a person who receives or is entitled to receive revenue from the sale (if any) of tickets to attend the fireworks display;
“fireworks” has the meaning given by regulation 2(1) of the Guns, Explosives and Weapons Control (Explosives and Explosive Precursors) Regulations 2025 (G.N. No. S 374/2025);
“fireworks contractor”, for a fireworks display, means the person who is engaged by the display host for the fireworks display to organise that fireworks display;
“fireworks display” means an indoor or outdoor display of fireworks staged as a show, or a series of shows, as part of a carnival, cultural event, religious event, sporting event, concert, performing arts event, commemorative event or other organised event for entertainment;
“hold”, for a licence, means to be granted a licence;
“motor vehicle” means a vehicle that is propelled wholly or partly by a motor or by any means other than human or animal power, and is intended or adapted for use on any road;
“organise”, for a fireworks display, has the meaning given by regulation 2(1) of the Guns, Explosives and Weapons Control (Explosives and Explosive Precursors) Regulations 2025;
“party explosive” means any of the following:
(a)bon-bon cracker;
(b)bon-bon cracker snap;
(c)confetti bomb;
(d)streamer bomb;
“safety or life-saving equipment” means any of the following equipment which is designed to be activated by an explosive substance or explosive device contained in the equipment:
(a)an air bag inflator or air bag module for use in a motor vehicle that is of classification code 1.4 UN number 0503;
(b)a seatbelt pretensioner for use in a conveyance that is of classification code 1.4 UN Number 0503;
(c)a fire extinguisher of classification code 2.2 UN Number 1044 containing a fire extinguisher cartridge or squib to disperse a fire suppressant;
(d)an evacuation slide or a lift raft, or other similar device or equipment for preserving life, that is required to be carried on board a conveyance in accordance with written law and, in the case of a foreign registered conveyance, also in accordance with the laws of the country the conveyance is registered in;
“streamer bomb” means a pyrotechnic device designed to project streamers and to emit a report when an igniting string is pulled and containing an explosive substance with a mass not exceeding 20 milligrams, mainly consisting of any one or more of the following substances:
(a)potassium chlorate;
(b)amorphous phosphorus;
(c)antimony sulfide;
(d)sulfur;
“UN Number” means a United Nations serial number that is a 4‑digit number used by the United Nations to identify an explosive;
“UNRTDG” means the document called the “Recommendations on the Transport of Dangerous Goods — Model Regulations” Volumes I and II, 23rd revised edition (Ref: ST/SG/AC.10/1/Rev.23), which was published by the United Nations, New York and Geneva, and issued by the United Nations Economic Commission for Europe, in 2023.
(2)  In this paragraph, a reference to the mass of an explosive substance is a reference to the mass of the explosive substance exclusive of its packaging.
Licence not needed for use, possession, supply, etc., of party explosive
3.—(1)  A person is exempt from the respective requirements in sections 21(1), 22(1), 23(1), 24(1), 25(1) and 26(1) of the Act to hold a licence for using, storing, having in possession, disposing of, importing, exporting, supplying, conveying or acquiring any explosive that is a party explosive.
(2)  This paragraph does not extend to the handling of any party explosive in connection with any use that is not a use for which the party explosive was designed.
Licence not needed for guest initiating fireworks display
4.—(1)  An individual whom the display host of a fireworks display invites to be a special guest to initiate or discharge any fireworks in connection with the fireworks display, is exempt from the respective requirements in sections 21(1) and 22(1) of the Act to hold a licence for —
(a)initiating or discharging those fireworks in connection with that fireworks display; or
(b)having possession or being in control of those fireworks in order to perform any action mentioned in sub‑paragraph (a).
(2)  This paragraph applies only to fireworks which a fireworks contractor organising a fireworks display is authorised under the fireworks contractor’s licence to use in connection with the fireworks display.
Licence not needed to possess explosive in safety or life‑saving equipment
5.—(1)  An individual who —
(a)is driving or otherwise operating (but not by remote control) any conveyance; or
(b)is providing to another training or instruction in driving or otherwise operating (but not by remote control) any conveyance,
is exempt from the requirements in sections 22(1) and 24(1) of the Act for storing or having possession of any explosive substance or explosive device that is contained in any safety or life‑saving equipment which is installed in or carried on board the conveyance when the individual is driving or otherwise operating the conveyance or is providing that training or instruction.
(2)  This paragraph does not affect the application of the Guns, Explosives and Weapons Control (Aviation Industry — Exemption) Order 2025 (G.N. No. S 372/2025).
