Gas (Prescribed Persons under
Section 29(3)) Order 2025
In exercise of the powers conferred by section 29(3) of the Gas Act 2001, the Energy Market Authority of Singapore makes the following Order:
Citation and commencement
1.  This Order is the Gas (Prescribed Persons under Section 29(3)) Order 2025 and comes into operation on 1 September 2025 at 12.01 a.m.
Definitions
2.—(1)  In this Order —
“business trust” has the meaning given by section 2 of the Business Trusts Act 2004;
“executive condominium unit” means any housing accommodation in a development comprising housing accommodation under the executive condominium scheme established under the Executive Condominium Housing Scheme Act 1996;
“HDB unit” means any flat, house, shop or other unit sold, transferred, assigned or otherwise disposed of or leased by the Housing and Development Board under the Housing and Development Act 1959 or by an approved developer (as defined under section 87 of that Act) under Part 4B of that Act or that is rented from the Housing and Development Board, but does not include an executive condominium unit;
“Housing and Development Board” means the Housing and Development Board established under section 3 of the Housing and Development Act 1959;
“management corporation” means a management corporation constituted under the Land Titles (Strata) Act 1967;
“real estate investment trust” means a trust that is constituted as a collective investment scheme authorised under section 286 of the Securities and Futures Act 2001 and that invests in immovable property and immovable property-related assets;
“strata title plan” has the meaning given by section 3(1) of the Land Titles (Strata) Act 1967.
(2)  In this Order, a reference to a meter installation is a reference to the meter installation installed in respect of any premises or any part thereof to compute the volume of gas supplied to that premises or that part, as the case may be.
Persons responsible for inspection and maintenance, etc., of gas installation
3.  For the purposes of section 29(3) of the Act —
(a)the persons specified in the second column of the Schedule are prescribed as responsible for the inspection of the part of a gas installation specified in the first column of the Schedule opposite the persons; and
(b)the persons specified in the third column of the Schedule are prescribed as responsible for the maintenance, repair and renewal of the part of a gas installation specified in the first column of the Schedule opposite the persons.

(a)The owner of the premises or part of the premises, or each owner (where there is more than one owner of the premises or part), unless and to the extent that paragraph (b), (c), (d), (e) or (f) applies
 
(a)The owner of the premises or part of the premises, or each owner (where there is more than one owner of the premises or part), unless and to the extent that paragraph (b), (c), (d), (e) or (f) applies
 
 
(b)The person responsible for managing any real estate investment trust or business trust under which the premises or any part of the premises are held — for the portion of A at the premises or part held under the trust (including any portion within a unit of a development at the premises or part), and any portion of A between the boundary of the premises and the gas service isolation valve
 
(b)The person responsible for managing any real estate investment trust or business trust under which the premises or any part of the premises are held — for the portion of A at the premises or part held under the trust (including any portion within a unit of a development at the premises or part), and any portion of A between the boundary of the premises and the gas service isolation valve
 
 
(c)The management corporation in respect of a strata title plan relating to the premises (not being for HDB units) or part of the premises — for the portion of A at the premises or part under the control, management and administration of the management corporation, any portion of A continuing from the firstmentioned portion of A into a unit of the strata title development at the premises or part, and any portion of A between the boundary of the premises and the gas service isolation valve
 
(c)The management corporation in respect of a strata title plan relating to the premises (not being for HDB units) or part of the premises — for the portion of A at the premises or part under the control, management and administration of the management corporation, any portion of A continuing from the firstmentioned portion of A into a unit of the strata title development at the premises or part, and any portion of A between the boundary of the premises and the gas service isolation valve
 
 
(d)Each management corporation in respect of any strata title plan relating to any part of a development at the premises (not being for HDB units), and each owner of a unit of the development not comprised in a strata title plan (called an individualised unit) — for the portion of A at any part of the premises that is not comprised in any such strata title plan or an individualised unit, and any portion of A between the boundary of the premises and the gas service isolation valve
 
(d)Each management corporation in respect of any strata title plan relating to any part of a development at the premises (not being for HDB units), and each owner of a unit of the development not comprised in a strata title plan (called an individualised unit) — for the portion of A at any part of the premises that is not comprised in any such strata title plan or an individualised unit, and any portion of A between the boundary of the premises and the gas service isolation valve
 
 
(e)The operator of a school (if the school occupies the entire of the premises) — for the portion of A at the premises, and any portion of A between the boundary of the premises and the gas service isolation valve
 
(e)The operator of a school (if the school occupies the entire of the premises) — for the portion of A at the premises, and any portion of A between the boundary of the premises and the gas service isolation valve
 
 
(f)The Housing and Development Board — for the portion of A at a development for HDB units (other than houses) at the premises (including any portion within an HDB unit of the development), and any portion of A between the boundary of the premises and the gas service isolation valve
 
(f)The Housing and Development Board — for the portion of A at a development for HDB units (other than houses) at the premises (including any portion within an HDB unit of the development), and any portion of A between the boundary of the premises and the gas service isolation valve
 
 
(g)The Housing and Development Board — for the portion of A at the premises at which there is an HDB unit that is a house (including any portion within the house), and any portion of A between the boundary of the premises and the gas service isolation valve
 
(g)The Housing and Development Board — for the portion of A at the premises at which there is an HDB unit that is a house (including any portion within the house), and any portion of A between the boundary of the premises and the gas service isolation valve
2.The part (B) of a gas installation between a meter installation and a gas appliance —
 
 
 
 
(a)where there is a consumer account for residential purposes with a gas retailer for the supply of gas through any B; or
 
The gas transporter
 
The holder of the consumer account for the gas supplied through that B
(b)where gas is supplied through B in any other case
 
The person who enters into an arrangement for supply of the gas through that B
 
The person who enters into an arrangement for supply of the gas through that B
