Employment Agencies
(Exemption) Order 2014
In exercise of the powers conferred by section 4(2) of the Employment Agencies Act, the Minister for Manpower hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Employment Agencies (Exemption) Order 2014 and shall come into operation on 1st July 2014.
Exemption
2.  Subject to the conditions specified in the Schedule, section 6 of the Act shall not apply in respect of the carrying on of an employment agency, or the performance of any work or activity referred to in section 6(2) of the Act, by any person appointed by the Workforce Singapore Agency (established under section 3 of the Workforce Singapore Agency Act (Cap. 305D)) or the SkillsFuture Singapore Agency (established under section 3 of the SkillsFuture Singapore Agency Act 2016 (Act 24 of 2016)) to carry on that employment agency or perform that work or activity.

THE SCHEDULE
Paragraph 2
Conditions
1.The person only —
(a)carries on that employment agency; or
(b)performs that work or activity,
 for or in connection with the employment of citizens or permanent residents of Singapore.
2.The person does not charge any fee in respect of the carrying on of that employment agency or the performance of that work or activity.
3.The person’s primary work or activity is not the carrying on of any employment agency or the performance of any work or activity referred to in section 6(2) of the Act.
