Casino Control
(Exclusion from Casino — Social Assistance
Programme and Subsidy Scheme)
Order 2013

In exercise of the powers conferred by section 165A(1)(a) of the Casino Control Act, Mr Chan Chun Sing, Senior Minister of State, charged with the responsibility of the Minister for Social and Family Development, hereby makes the following Order:

Citation and commencement

1.  This Order may be cited as the Casino Control (Exclusion from Casino — Social Assistance Programme and Subsidy Scheme) Order 2013 and shall come into operation on 13th February 2013.

Definitions

2.  In this Order —

“authorised occupier”, in relation to a rental flat, means —

(a) any person who is named in the application to lease a flat from the Housing and Development Board as an intended occupier or resident of the flat; and

(b) any person who has been authorised in writing by the Housing and Development Board to reside in the flat;

“Housing and Development Board” means the Housing and Development Board established by section 3 of the Housing and Development Act 1959.

Exclusion

3.  Any of the following persons on any of the following social assistance programmes or subsidy schemes, is excluded from entering or remaining, or taking part in any gaming, on any casino premises or in any gaming machine room or from engaging in all manner of general remote gambling:

(a) a recipient of ComCare Long-Term Assistance funded by the Ministry of Social and Family Development;

(b) a recipient of ComCare Short-to-Medium-Term Assistance funded by the Ministry of Social and Family Development;

(d) a tenant or an authorised occupier of a flat leased under the Public Rental Scheme funded by the Housing and Development Board;

(e) an aided person on the legal aid scheme under the Legal Aid and Advice Act 1995 funded by the Ministry of Law and administered by the Legal Aid Bureau;

(f) an aided person on the legal aid scheme under the International Child Abduction Act 2010 funded by the Ministry of Law and administered by the Legal Aid Bureau;

(g) an aided accused person receiving criminal defence aid under the Public Defenders Act 2022;

(h) a person on the Criminal Legal Aid Scheme administered by Pro Bono SG who is granted aid (wholly or partially funded by the Ministry of Law) pursuant to a referral by the Chief Public Defender under section 12(5) of the Public Defenders Act 2022.
