Regulations 2026
In exercise of the powers conferred by section 67 of the Active Mobility Act 2017, the Land Transport Authority of Singapore, with the approval of the Acting Minister for Transport, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Active Mobility (Certificate of Medical Need) Regulations 2026 and come into operation on 27 February 2026.
Definition of “specified assessor”
2.—(1)  For the purposes of the definition of “specified assessor” in section 2(1) of the Act, each of the following persons is a specified assessor:
(a)a person registered as —
(i)a fully registered medical practitioner under section 20 of the Medical Registration Act 1997; or
(ii)a medical practitioner with conditional registration under section 21 of the Medical Registration Act 1997;
(b)an allied health professional with full registration as an occupational therapist;
(c)an allied health professional with restricted registration to practise “Environmental re‑design and assistive technologies”;
(d)an allied health professional with conditional registration.
(2)  In paragraph (1), “allied health professional with conditional registration”, “allied health professional with full registration” and “allied health professional with restricted registration” have the meanings given by section 2 of the Allied Health Professions Act 2011.
Sections 23I and 23J of Act — prescribed mobility vehicles
3.  The following mobility vehicles are prescribed for the purposes of sections 23I(1)(a) and 23J(1)(a) of the Act:
(a)a mobility scooter;
(b)a mobility vehicle described in regulation 2 of the Active Mobility (Definition of Mobility Vehicle) Regulations 2026 (G.N. No. S 80/2026).
Grant of certificate of medical need
4.  A specified assessor may grant a certificate of medical need to an individual under section 23K of the Act by —
(a)submitting a duly completed electronic copy of the certificate of medical need to the Authority on behalf of the individual, in the form and manner specified by the Authority; or
(b)issuing a hardcopy of a duly completed certificate of medical need to the individual in the form specified by the Authority.
