(Jurong Town Corporation —
Exemption) Order 2025
In exercise of the powers conferred by section 66 of the Active Mobility Act 2017, the Acting Minister for Transport makes the following Order:
Citation and commencement
1.  This Order is the Active Mobility (Jurong Town Corporation — Exemption) Order 2025 and comes into operation on 19 August 2025.
Definitions
2.  In this Order —
“emergency” means an actual or imminent event that causes, or threatens to cause —
(a)any harm or danger to the life, health or safety of any individual;
(b)any destruction of, or damage to, any property; or
(c)any harm or danger to the health or safety of the public;
“JTC” means the Jurong Town Corporation established by section 3 of the Jurong Town Corporation Act 1968;
“public cleaning work” means any activity to clean or maintain the cleanliness of any public area;
“Punggol Digital District” means the area bounded by the black‑coloured line in the map set out in the Schedule;
“specified autonomous vehicle” means any autonomous motor vehicle that —
(a)is authorised by JTC for use in the Punggol Digital District for a specified purpose;
(b)is equipped with a mechanism that permits any individual to stop the autonomous motor vehicle from operating and moving when the mechanism is activated; and
(c)is demonstrated to be able —
(i)to detect and avoid any obstacle in the path of the autonomous motor vehicle;
(ii)to stop operating and moving when the mechanism mentioned in paragraph (b) is activated; and
(iii)to move within only a specific geographical area;
“specified purpose” means any of the following purposes:
(a)to carry out any public cleaning work or maintenance works within the Punggol Digital District;
(b)to transport any thing within the Punggol Digital District;
(c)to monitor the Punggol Digital District for an emergency or a security threat;
(d)to stand by in case of, or to respond to, an emergency within the Punggol Digital District.
Exemption in relation to specified autonomous vehicle
3.  Sections 15(1), 16(1)(b) and 17(1) of the Act do not apply to an individual who initiates the operation and movement, under all of the following conditions, of a specified autonomous vehicle on a pedestrian‑only path, footpath or shared path (as the case may be) within the Punggol Digital District:
(a)the individual is authorised by JTC to initiate the operation and movement of the vehicle;
(b)before initiating the operation and movement of the vehicle, the individual ensures that —
(i)the vehicle is programmed to be used only for a specified purpose; and
(ii)the vehicle is programmed to move at a speed not exceeding 6 km/h;
(c)there is in force, at any time the vehicle is used in connection with a specified purpose, a policy of insurance in relation to the vehicle insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person; and
(ii)any property damage suffered by any person,
caused by or arising out of the use of the vehicle;
(d)the risk under the policy of insurance mentioned in sub‑paragraph (c) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
