Active Mobility (Footpaths) Order 2018
In exercise of the powers conferred by section 6 of the Active Mobility Act 2017, the Land Transport Authority of Singapore makes the following Order:
Citation and commencement
1.  This Order is the Active Mobility (Footpaths) Order 2018 and comes into operation on 1 May 2018.
Definitions
2.  In this Order, unless the context otherwise requires —
“common property” has the meaning given by the Town Councils Act (Cap. 329A);
“excluded public land” means any of the following public land:
(a)State land that is reserved or dedicated to the use of the general public as a nature reserve, national park or public park specified in item 1 of Part I, or Part II, of the Schedule to the Parks and Trees Act (Cap. 216);
(b)State land within the following parcels, all of which form what is commonly known as the Singapore Botanic Gardens:
(i)Lot numbers 1409M and 1409M PT in Town Subdivision 25;
(ii)Lot numbers 99956X PT, 99964V, 99957L, 99450K PT, 99990X, 99955N, 99954K, 99953A, 99956X PT, 99448N, 99450K PT and 99449X in Mukim 02;
(iii)Lot numbers 03564T PT, 3564 PT, 3561, 3225X, 3408V PT, 3407W and 3223K PT in Mukim 02;
(c)the area known as the Gardens by the Bay at Marina Bay, which is managed by a management body (designated under section 6A of the Parks and Trees Act (Cap. 216)) on behalf of the Government as a public park;
(d)the area known as Jurong Lake Gardens, which is managed by the National Parks Board as a public park;
(e)public land on Jurong Island, Pulau Ubin, St. John’s Island, Coney Island or any other offshore island except Sentosa; and
(f)public land within Mukim No. 16, Lot 02549 T, commonly known as the Hindhede Nature Park;
“HDB” means the Housing and Development Board established by the Housing and Development Act (Cap. 129);
“HDB land” means land that is vested in or belonging to the Housing and Development Board and is under the control and management of —
(a)the Housing and Development Board; or
(b)a Town Council;
“MRT” means a rapid transit system constructed under the Rapid Transit Systems Act (Cap. 263A) described as a Mass Rapid Transit system;
“MRT station” means a railway station that is part of a rapid transit system constructed under the Rapid Transit Systems Act;
“National Parks Board” means the National Parks Board established by the repealed National Parks Act (Cap. 198A, 1991 Ed.) in force before 1 July 1996 and continued by section 3 of the National Parks Board Act (Cap. 198A);
“unenclosed”, for any place, means without having a fence, wall or other vertical barrier so as to completely or substantially (permanently or temporarily) enclose the place.
Footpaths
3.  A path that —
(a)is specified or described in the Schedule; and
(b)is not a path particularly excluded by paragraph 4,
is each declared to be a footpath for the purposes of the Act.
Excluded paths
4.  The following paths are excluded paths for the purposes of paragraph 3:
(a)the steel and wooden bridge, commonly known as the Henderson Waves Bridge, that is about 36 metres above ground and about 274 metres in length, and that spans across Henderson Road to connect Mount Faber Park and Telok Blangah Hill Park;
(b)the elevated walkway, commonly known as the Forest Walk, that is above ground at heights ranging from 3 metres to 18 metres and is about 1.3 kilometres in length, and that connects Telok Blangah Hill Park to the Hort Park;
(c)the elevated boardwalk, commonly known as the Canopy Walk, that is above ground at heights ranging from one metre to 15 metres and is about 280 metres in length, and that connects Hort Park to the Kent Ridge Park;
(d)the Mangrove Boardwalk (about 1.2 kilometres in length) within the mangrove forest in Pasir Ris Park, forming a loop around Bakau, Tumu and Teruntum huts, and with paths in the direction of the Maze Garden, Kitchen Garden, Car Park C, Interpretative Centre, Bird Watching Hut and Nipah Hut;
(e)the Marsh Garden Boardwalk 1 (about 90 metres in length) at West Coast Park starting 80 metres northwest of the foot reflexology path and ending at the Marsh Garden;
(f)the Marsh Garden Boardwalk 2 (about 220 metres in length) at West Coast Park starting 110 metres northeast of the entrance of Marsh Garden Boardwalk 1 and ending at the lookout point facing Jurong Island;
(g)the Berlayer Creek and Bukit Chermin Boardwalk (about 1.4 kilometres in length) starting from Labrador Park MRT station, and running along Berlayer Creek towards the promenade at Reflections at Keppel Bay;
(h)the Creek Walk, Beach Walk, Sailing Point Walk, Cliff Walk and Kelong Walk (about 2.1 kilometres in length) at Changi Beach Park, starting close to Civil Service Club (Changi) and ending close to Changi Beach Club;
(i)the raised boardwalk and trail known as Venus Loop (about 1.4 kilometres in length) in Windsor Nature Park, starting and ending at the Windsor Nature Park carpark;
(j)the raised boardwalk known as Hanguana Trail (about 170 metres in length) in Windsor Nature Park, forming a loop and starting and ending along Venus Loop, about 200 metres from the Windsor Nature Park carpark;
(k)the elevated boardwalk known as Drongo Trail (about 530 metres in length) in Windsor Nature Park starting along Venus Loop, about 750 metres from the Windsor Nature Park carpark;
(l)the raised boardwalk known as Squirrel Trail (about 350 metres in length) starting along Venus Loop, about 400 metres from the Windsor Nature Park carpark;
(m)the Kelong Bridge (about 90 metres in length) at Punggol Waterway Park with a railing height of one metre and a gradient of 1:50;
(n)the Adventure Bridge (about 90 metres in length) at Punggol Waterway Park with a railing height of 1.2 metres and a ramp gradient of 1:25;
(o)the Boardwalk at Sports Promenade (about 340 metres in length) in Punggol Waterway Park, starting and ending near Kelong Bridge.
THE SCHEDULE
Paragraph 3
Footpaths on public land
1.
Any path that —
(a)is situated on any part of unenclosed common property on the ground floor within the roofline of any building or premises on HDB land;
(b)is not within —
(i)the area commonly called a void deck of any residential building or premises; or
(ii)the frontage abutting any commercial premises; and
(c)is not a pedestrian‑only path or a shared path.
2.
Any path (sheltered or otherwise) that —
(a)is on a bridge crossing at grade any part of the sea or a river, canal or drain within any public land —
(i)which is not excluded public land; and
(ii)to which members of the public have access as of right, or may enter free and without prior permission; and
(b)is not a pedestrian‑only path or a shared path.
3.
Any other path (sheltered or otherwise) that —
(a)is on any public land —
(i)which is not excluded public land; and
(ii)to which members of the public have access as of right, or may enter free and without prior permission; or
(b)is on a boardwalk, bridge or other elevated structure crossing at grade any road, railway, foreshore, slope or depression on any public land described in paragraph (a),
and is not a pedestrian‑only path or a shared path.
4.
Any path (sheltered or otherwise) on an elevated structure with a carriageway for any motor vehicle traffic (like overpasses and flyovers) that —
(a)runs substantially alongside the carriageway; and
(b)is not a pedestrian‑only path or a shared path.
5.
The underpass (ID 51246) that is about 50 metres in length, and that connects the bus stop number B19021 at the Singapore Polytechnic, Maritime Academy to the bus stop number B19029 opposite the Singapore Polytechnic, Maritime Academy, both along Commonwealth West Avenue.
6.
The underpass (ID 51272) that is about 40 metres in length, and that connects the West Coast Park Connector along Clementi Road.
7.
The underpass (ID 50600) that is about 50 metres in length, and that connects Yishun MRT station to North Point Shopping Centre along Yishun Avenue 2.
8.
The underpass (ID 51385) that is about 30 metres in length, and that connects Duxton Plain Park along Neil Road.
9.
The underpass (ID 52019) that is about 60 metres in length, and that connects The Riverwalk to The Central Shopping Centre along Eu Tong Sen Street.
10.
The underpass (ID 51788) that is about 30 metres in length, and that connects Old Hill Street Police Station to High Street Centre along Eu Tong Sen Street near River Valley Road.
11.
The underpass (ID 51697) that is about 120 metres in length, and that connects AXA Tower to Springleaf Tower along Prince Edward Road.
12.
The underpass (ID 51922) that is about 60 metres in length, and that connects Lucky Plaza to Ngee Ann City along Orchard Road.
13.
The underpass (ID 51919) that is about 50 metres in length, and that connects Plaza Singapura to Istana Park along Orchard Road.
14.
The underpass (ID 51977) that is about 50 metres in length, and that connects Wheelock Place to Shaw House along Paterson Road.
15.
The underpass (ID 51958) that is about 60 metres in length, and that connects Singapore Shopping Centre to Istana Park along Penang Road.
16.
The underpass (ID 52311) that is about 60 metres in length, and that connects GSH Plaza to Prudential Tower at Church Street.
17.
The underpass (ID 52015) that is about 30 metres in length, and that connects Peninsula Plaza to Peninsula Shopping Centre along Coleman Street.
18.
The underpass (ID 51206) that is about 40 metres in length, and that connects Empress Place to Esplanade Park along Fullerton Road.
19.
The underpass (ID 52482) that is about 20 metres in length, and that connects Raffles Place MRT station to Republic Plaza along D’almeida Street.
20.
The underpass (ID 52499) that is about 70 metres in length, and that connects Esplanade MRT station to Exits A, B, C and D along Nicoll Highway.
21.
The underpass (ID 52626) that is about 40 metres in length, and that connects High Street Centre to Parliament House along North Bridge Road.
22.
The underpass (ID 53331) that is about 50 metres in length, and that connects the Great Eastern Centre to Pickering Operations Complex along Pickering Street.
23.
The underpass (ID 51389) that is about 100 metres in length, and that connects The Riverwalk to 85 Boat Quay along South Bridge Road.
24.
The underpass (ID 53151) that is about 140 metres in length, and that connects Novena Square to Goldhill Centre along Thomson Road.
25.
The underpass (ID 50437) that is about 70 metres in length, and that connects Novena MRT station to Revenue House (IRAS) along Thomson Road.
26.
The underpass (ID 50725) that is about 80 metres in length, and that connects Toa Payoh MRT station to Exit D along Lorong 2 Toa Payoh.
27.
The underpass (ID 52406‑1) that is about 50 metres in length, and that connects Robertson Quay Hotel to Liang Court along Clemenceau Avenue.
28.
The underpass (ID 52406‑2) that is about 50 metres in length, and that connects River Place to Alkaff Quay along Clemenceau Avenue.
29.
The underpass (ID 52409) that is about 20 metres in length, and that connects Watermark Robertson Quay to InterContinental Robertson Quay along Saiboo Street.
30.
The underpass (ID 51477) that is about 100 metres in length, and that connects Teck Ghee Neighbourhood 4 Park along Ang Mo Kio Avenue 3 to Serangoon Garden Way along Central Expressway (CTE).
31.
The underpass (ID 51481) that is about 100 metres in length, and that connects Block 551 Ang Mo Kio Street 54 to Ang Mo Kio Industrial Park 2 along Central Expressway (CTE).
32.
The underpass (ID 51140) that is about 30 metres in length, and that connects Block 195 Kim Keat Avenue to bus stop number 52081 along Pan Island Expressway (PIE) Exit 15 slip road to Central Expressway (CTE).
33.
The underpass (ID 50259) that is about 100 metres in length, and that connects Costa Del Sol to Extreme Skate Park along East Coast Park Service Road and East Coast Parkway (ECP).
34.
The underpass (ID 50253) that is about 100 metres in length, and that connects Laguna National Golf and Country Club to East Coast Park along East Coast Park Service Road and East Coast Parkway (ECP).
35.
The underpass (ID 50299) that is about 40 metres in length, and that connects Lagoon View Condominium to Laguna Flyover along East Coast Parkway (ECP) Exit 7B.
36.
The underpass (ID 52388) that is about 40 metres in length, and that connects Rangoon Depot Office to Moulmein Road along Rangoon Road near Moulmein Flyover.
37.
The underpass (ID 51591) that is about 80 metres in length, and that connects St. Theresa’s Home near bus stop number 53011 to bus stop number 53019 along Upper Thomson Road and MacRitchie Viaduct.
38.
The underpass (ID 50300) that is about 70 metres in length, and that connects Bayshore Park to Laguna Flyover along East Coast Parkway (ECP) Exit 7A.
39.
The underpass (ID 50336) that is about 80 metres in length, and that connects Block 542 Bedok North Street 3 to Block 54 Chai Chee Street along Bedok North Road.
40.
The underpass (ID 52408) that is about 80 metres in length, and that connects Emerald Hill Road to Astoria Apartment along Clemenceau Avenue North.
41.
The underpass (ID 52022) that is about 30 metres in length, and that connects the Registry of Marriages to the Singapore Management University along Canning Rise.
42.
The underpass (ID 52021) that is about 40 metres in length, and that connects Fort Canning Park to Fort Canning Link.
43.
The underpass (ID 50898) that is about 70 metres in length, and that connects Block 141 Jalan Bukit Merah to Block 136 Jalan Bukit Merah along Central Expressway (CTE).
44.
The underpass (ID 51242) that is about 70 metres in length, and that connects Buona Vista MRT station to land lot number MK04‑06167V along Commonwealth Avenue West.
45.
The underpass (ID 52456) that is about 70 metres in length, and that connects Kallang River to North Bridge Road Market and Food Centre along Crawford Street.
46.
The underpass (ID 50227) that is about 30 metres in length, and that connects Kallang River to Lorong 1 Geylang Bus Terminal along Geylang Road.
47.
The underpass (ID 51022) that is about 70 metres in length, and that connects Mar Thoma Park to Block 117 Jalan Tenteram along Central Expressway (CTE).
48.
The underpass (ID 50276) that is about 50 metres in length, and that connects Katong Park to East Coast Park Service Road along East Coast Parkway (ECP).
49.
The underpass (ID 50270) that is about 80 metres in length, and that connects Chinese Swimming Club near Amber Road to East Coast Park Service Road along East Coast Parkway (ECP).
50.
The underpass (ID 50268) that is about 90 metres in length, and that connects Block 79 Marine Parade Drive to East Coast Park Service Road along East Coast Parkway (ECP).
51.
The underpass (ID 50267) that is about 80 metres in length, and that connects Block 18 Marine Terrace to East Coast Park Service Road along East Coast Parkway (ECP).
52.
The underpass (ID 50263) that is about 80 metres in length, and that connects Mandarin Gardens near Marine Parade Road to East Coast Park Service Road along East Coast Parkway (ECP).
53.
The underpass (ID 50261) that is about 70 metres in length, and that connects Laguna Park near Marine Parade Road to East Coast Park Service Road along East Coast Parkway (ECP).

(a)starting at the intersection of Tiong Bahru Road and Seng Poh Road abutting 17 Seng Poh Road;
(b)running along Seng Poh Road parallel to another footpath which is surfaced with concrete;
(c)ending at the intersection of Lim Liak Street and Eng Hoon Street abutting 17 Seng Poh Road; and
(d)bounded on one side by a continuous row of low kerbs.
57.
A path (approximately 45 metres) that is surfaced with asphalt —
(a)abutting 30 Seng Poh Road;
(b)running along Seng Poh Road parallel to another footpath which is surfaced with concrete; and
(c)bounded on one side by a continuous row of low kerbs.
58.
A path (approximately 55 metres) that is surfaced with asphalt —
(a)starting at the intersection of Lim Liak Street and Eng Hoon Street abutting 58 Seng Poh Road;
(b)running along Seng Poh Road parallel to another footpath which is surfaced with concrete;
(c)ending at the intersection of Seng Poh Road and Seng Poh Lane abutting 58 Seng Poh Road; and
(d)bounded on one side by a continuous row of low kerbs.
59.
A path (approximately 0.11 kilometre) that is surfaced with asphalt —
(a)starting from the part along Lim Liak Street abutting 30 Seng Poh Road;
(b)running along Lim Liak Street parallel to another footpath which is surfaced with concrete;
(c)ending at the intersection of Lim Liak Street and Eng Hoon Street abutting 30 Seng Poh Road; and
(d)bounded on one side by a continuous row of low kerbs.
60.
A path (approximately 60 metres) that is surfaced with asphalt —
(a)starting from the edge of 57 Eng Hoon Street closest to 56 Eng Hoon Street;
(b)running along Eng Hoon Street parallel to another footpath which is surfaced with concrete; and
(c)ending at the intersection of Seng Poh Road and Eng Hoon Street.
