(Prescribed Offences)
Regulations 2024
In exercise of the powers conferred by section 75 of the Adoption of Children Act 2022, the Minister for Social and Family Development makes the following Regulations:
Citation and commencement
1.  These Regulations are the Adoption of Children (Prescribed Offences) Regulations 2024 and come into operation on 15 October 2024.
Prescribed offences
2.  The offences for the purposes of section 5(1)(d) of the Act are as specified in the Schedule.
THE SCHEDULE
Regulation 2
Prescribed offences
1.Any offence under the Act.
2.Any of the following offences under the Arms and Explosives Act 1913:
(a)an offence under section 10(2), 13(2), (3) or (4), 22(1) or (2), 26 or 27(2) of that Act;
(b)an offence under section 38 of that Act, read with any provision mentioned in paragraph (a);
(c)an offence under section 44A of that Act, read with any provision mentioned in paragraph (a) or committed in relation to the offence mentioned in paragraph (b).
3.Any offence under the Arms Offences Act 1973.
4.Any of the following offences under the Children and Young Persons Act 1993:
(a)an offence under section 6, 7(1), 8(1), (2) or (3), 14(2), 16(1) or (2), 17, 21(3), 26 or 28(2) of that Act;
(b)an offence under section 117 of that Act, read with any provision mentioned in paragraph (a).
5.Any offence under the Corrosive and Explosive Substances and Offensive Weapons Act 1958.
6.Any of the following offences under the Corruption, Drug Trafficking and Other Serious Crimes (Confiscation of Benefits) Act 1992:
(a)an offence under section 45(3), 50(1), 51(1), 53(1), (2) or (3) or 54(1), (2) or (3) of that Act;
(b)an offence under section 80 of that Act, read with any provision mentioned in paragraph (a).
7.Any of the following offences under the Criminal Law (Temporary Provisions) Act 1955:
(a)an offence under section 3(1), (2) or (3) of that Act;
(b)an offence under section 17(1) of that Act, read with any provision mentioned in paragraph (a);
(c)an offence under section 19 of that Act, read with any provision mentioned in paragraph (a) or committed in relation to the offence mentioned in paragraph (b) or (d);
(d)an offence under section 20, read with section 17(2), of that Act and any provision mentioned in paragraph (a).
8.An offence under section 6(1) or (2) of the Dangerous Fireworks Act 1972.
9.Any offence under the Explosive Substances Act 1924.
10.Any of the following offences under the Films Act 1981:
(a)an offence under section 29(1), (2), (3) or (4), 30(1) or (2), 31(1) or (2) or 32(1) of that Act;
(b)an offence under section 38 or 38A of that Act, read with any provision mentioned in paragraph (a).
11.An offence under section 3 of the Hostage‑Taking Act 2010 or an offence under section 11, read with section 3, of that Act.
12.Any offence under Part 2 or Chapter 3 of Part 3 of the Internal Security Act 1960.
13.An offence under section 3, 4 or 5(1) or (2) of the Kidnapping Act 1961.
14.An offence under section 42(2) of the Mental Capacity Act 2008.
15.An offence under section 19 or 26 of the Miscellaneous Offences (Public Order and Nuisance) Act 1906.
16.Any offence under the Misuse of Drugs Act 1973.
17.Any of the following offences under the Moneylenders Act 2008:
(a)an offence under section 47(1) or (2) or 49(1) of that Act;
(b)an offence under section 89 of that Act, read with any provision mentioned in paragraph (a).
18.Any of the following offences under the Organised Crime Act 2015:
(a)an offence under section 5(1), 6(1) or (2), 7(1) or (2), 8(1) or (2), 9(1) or (2), 10(1) or (2), 11(3), 12(1) or (2) or 13 of that Act;
(b)an offence under section 76 of that Act, read with any provision mentioned in paragraph (a).
19.Any of the following offences under the Penal Code 1871:
(a)an offence under section 118, 119, 120, 224, 284, 285(1), 292, 292A(1), 293, 294, 382, 384, 385, 386, 387, 388, 389, 391, 392, 393, 394, 395, 396, 397, 399, 400, 401, 402, 435, 436, 437, 438, 440, 449, 450, 451, 452, 453(1), 459, 460, 503 or 507 of that Code;
(b)an offence under Chapter 6, 6B or 16 of that Code;
(c)an offence under Chapter 8 of that Code (but not sections 151, 154, 155 and 156).
20.An offence under section 3 or 6(1) of the Prevention of Human Trafficking Act 2014.
21.An offence under section 5(2) or 10(1) of the Protection from Harassment Act 2014.
22.Any of the following offences under the Public Order and Safety (Special Powers) Act 2018:
(a)an offence under section 39(1), 40(1) or 41(1) or (3) of that Act;
(b)an offence under section 45 or 46 of that Act, read with any provision mentioned in paragraph (a).
23.An offence under section 14(2) or (3), 15(1), 16(1) or (2), 17, 18 or 23(2) of the Societies Act 1966.
24.Any offence under the Terrorism (Suppression of Bombings) Act 2007.
25.Any offence under the Terrorism (Suppression of Financing) Act 2002.
26.Any offence under the Terrorism (Suppression of Misuse of Radioactive Material) Act 2017.
27.An offence under section 9(a) of the Trade Disputes Act 1941.
28.An offence under section 14(10) or (12) or 15(8) of the Vulnerable Adults Act 2018.
29.An offence under section 60A(6), 60B(9), 60C(9), 61(11), 61A(10) or 62(4) or Part 11 of the Women’s Charter 1961.

30.An attempt to commit any offence specified in this Schedule.
31.The abetment of the commission of any offence specified in this Schedule.
32.Being a party to a criminal conspiracy to commit any offence specified in this Schedule.
