Animals and Birds (Importation) Order 2009
In exercise of the powers conferred by section 7(1)(b) of the Animals and Birds Act, the Minister for National Development hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Animals and Birds (Importation) Order 2009 and shall come into operation on 1st April 2009.
Definitions
2.  In this Order, unless the context otherwise requires —
“animal or bird part or product” means any carcase, semen, fodder, litter, dung or any product of animals or birds, or any article or substance that is likely to convey or spread any disease;
“tranship” means to remove goods from one vehicle, aircraft or ship to another for the purpose of export.
Prohibition of importation
3.—(1)  Except as provided in sub-paragraph (2) and paragraph 4, no person shall import or tranship any animal or bird part or product from any country or place.
(2)  The animal or bird part or product specified in the first column of the Schedule may, subject to the restrictions specified in the fourth column and any other restrictions which the Director-General may think fit to impose, be imported or transhipped from the countries or places specified in the second column, for the purposes specified in the third column of that Schedule.
Discretionary imports
4.  The Director-General may permit the importation or transhipment into Singapore of any animal or bird part or product (other than those specified in the first column of the Schedule) from any country or place for any purpose, subject to such conditions as he may think fit to impose.
Revocation
5.  The Animals and Birds (Importation) Order (O 1) is revoked.
Savings
6.  Any import certificate or import permit issued under the revoked Animals and Birds (Importation) Order and which is valid immediately before the date of commencement of this Order shall be deemed to be an import permit issued under this Order and shall subsist until its expiry.

(a)Each consignment shall be in accordance with a permit issued by the Director-General, permitting the importation or transhipment of such animal or bird part or product.
(b)Each consignment shall be accompanied by —
(i)a certificate signed by a competent veterinary authority of the government of the country of origin attesting to the condition of the animal or bird part or product; or
(ii)such other document as required by the Director-General.
(c)Each consignment may be subjected to inspection, sampling and testing as the Director-General may determine.
