PART 3 | FUNCTIONS AND POWERS OF COUNCIL |
8. The functions of the Council are —| (a) | to plan and promote sports and physical fitness activities in Singapore for both competitive and recreational purposes; [Act 4 of 2026 wef 01/04/2026] | | (b) | to coordinate the activities of, and to facilitate cooperation among, all sports organisations; | | (c) | to coordinate, in consultation with the Ministry of Education, the sports activities of schools with those of national sports organisations; | | (d) | to encourage and organise, in partnership (where appropriate) with any national sports organisation, the Singapore National Olympic Council or the Singapore National Paralympic Council, sports events and competitions of a national, international or other character; [Act 4 of 2026 wef 01/04/2026] | | (e) | to plan and promote physical education in Singapore; | | (f) | to foster research and study in sports, physical fitness activities and physical education (including sports science, sports medicine and other subjects related to sports, physical fitness activities and physical education), and to prepare and publish such reports or periodicals on these matters as the Council thinks fit; [Act 4 of 2026 wef 01/04/2026] | | (g) | to provide information, advice and assistance to persons concerned with sports, physical fitness activities or physical education; [Act 4 of 2026 wef 01/04/2026] | | (h) | to establish sports stadiums and such other sports facilities and physical fitness facilities as the Council thinks fit, and to manage and maintain them; [Act 4 of 2026 wef 01/04/2026] | | (i) | to establish any clubs for the promotion of sports or physical fitness activities, and to manage and maintain them; [Act 4 of 2026 wef 01/04/2026] | | (j) | to establish and maintain hotels, hostels, restaurants, shops or other conveniences in connection with any sports stadium or other facilities under its control; [Act 4 of 2026 wef 01/04/2026] | | (k) | to establish any institution or entity for the purpose of developing and training sportspersons to represent Singapore in regional and international sports competitions, and to —| (i) | manage or oversee the sports and other related activities of such institution or entity; and | | (ii) | provide, manage or oversee, with the approval of the Ministry of Education, the academic curricula (if any) for such institution or entity; |
[Act 4 of 2026 wef 01/04/2026] | | (l) | to prepare, manufacture and supply any equipment and items used for sports or physical fitness activities; [Act 4 of 2026 wef 01/04/2026] | | (m) | to establish and maintain codes of practice or conduct, guidelines or standards in relation to —| (i) | coaching, training or instruction in sports or physical fitness activities; or | | (ii) | any equipment, items and facilities used for sports or physical fitness activities; |
[Act 4 of 2026 wef 01/04/2026] | | (n) | to accredit any person, facility, course or activity, or to certify any person or thing, as having complied with or met the requirements of any code of practice or guideline, or attained any standard, as established by the Council; [Act 4 of 2026 wef 01/04/2026] | | (o) | to provide educational and career support to sportspersons, whether active or retired; and [Act 4 of 2026 wef 01/04/2026] | | (p) | to carry out any other function conferred by or under any other written law. 9. The Council may do all things that are necessary or convenient to be done for or in connection with the performance of its functions and, without limiting the foregoing, may —| (a) | recommend minimum standards for participation in international sports events and competitions; [Act 4 of 2026 wef 01/04/2026] | | (b) | advise on the planning, promotion and standards of sports education, education on physical fitness activities, and physical education; [Act 4 of 2026 wef 01/04/2026] | | (c) | appoint committees consisting of individuals who may or may not be members of the Council and delegate to those committees any of its functions that the Council may determine; [Act 4 of 2026 wef 01/04/2026] | | (d) | raise funds by all lawful means and receive donations or contributions from any source; | | (e) | make grants or contributions to any person subject to such conditions as the Council thinks fit; [Act 4 of 2026 wef 01/04/2026] | | (f) | enter into such contracts as the Council considers necessary for the discharge of its functions; | | (g) | with the approval of the Minister —| (i) | impose fees or charges for services rendered by the Council and for the use of any facilities controlled or managed by the Council; and | | (ii) | determine the amount of each such fee or charge; |
| | (h) | lend money to, and enter into guarantees on behalf of, any person in matters relating to sports, physical fitness activities, and physical education; [Act 4 of 2026 wef 01/04/2026] | | (i) | with the approval of the Minister, enter into joint ventures with any person, or cause to be formed under the provisions of the Companies Act 1967 an incorporated company or companies for the purpose of carrying out any of the functions of the Council; and [16/2016] [Act 4 of 2026 wef 01/04/2026] | | (j) | manufacture and supply, or enter into contracts or agreements for the manufacture and supply of, equipment and items used for sports or physical fitness activities. | 10.—(1) The Minister may give to the Council any direction under section 5 of the Public Sector (Governance) Act 2018. [5/2018] | (2) The Council must give the Minister any information with regard to its property and activities as the Minister may require. |
