The Cabinet,
− Having reviewed the Constitution,
− Federal Law No. (1) of 1972 Regarding the Competences of Ministries and Powers of Ministers, as amended,
− Federal Law No. (12) of 1976 Regarding the Police and Security Force, as amended, And
− Federal Law No. (3) of 1987 Promulgating the Penal Code, as amended,
− Federal Law No. (35) of 1992 Promulgating the Criminal Procedure Law, as amended,
− Federal Law No. (23) of 2006 Regarding Civil Defense,
− Federal Law No. (14) of 2016 Regarding Administrative Violations and Penalties in the Federal Government,
− Federal Decree by Law No. (26) of 2019 Regarding Public Finance,
− Cabinet Resolution No. (24) of 2012 Regarding the Regulation of Civil Defense Services in the State, as amended, and
− Upon the proposal of the Minister of Interior, and the approval of the Cabinet,
Hereby resolves as follows:
 

Article (1) Definitions

For the purposes of implementing the provisions of this Resolution, the following terms and expressions shall have the meanings assigned to each of them, unless the context requires otherwise:
State: The United Arab Emirates.
Ministry: The Ministry of Interior.
Minister: The Minister of Interior.
General Directorate: The General Directorate of Civil Defense in any of the Emirates of the State.
System: An electronic system designed to protect residential homes and connect them to the General Directorate's operations rooms.
Residential Homes: Private and standalone houses, homes, and villas designated for residential purposes.

Article (2) Scope of Application

The provisions of this Resolution shall apply to all existing or newly constructed Residential Homes within the State.

Article (3) Obligations of Residential Homeowners

1. All owners of Residential Homes covered under Article (2) of this Resolution shall install fire detecting devices and subscribe to the System in accordance with the requirements and controls approved by a resolution of the Cabinet based on the recommendation of the Minister.
2. The owners of Residential Homes covered under Article (2) of this Resolution shall bear the costs of installing and maintaining the System. A resolution shall be issued by the Minister, in coordination with the Minister of Finance, to determine the value of such costs.
3. Residential Homes for which a resolution has been issued by the Cabinet or the local government stipulating that the government shall bear the cost of installing the devices and the System therein shall be exempted from the provision of Clause (2) of this Article.
 

Article (4)

The federal or local government authorities concerned with the licensing of Residential Homes construction within the State shall require the installation of fire detecting devices and subscription to the System as a condition for granting the completion certificate of the residential home.

Article (5) Administrative Violations and Fines

The Cabinet shall issue a resolution, based on the presentation of the Minister of Finance and upon the proposal of the Minister, specifying the administrative violations and fines resulting from the violation of the provisions of this Resolution.

Article (6) Regularization of Status

The owners of Residential Homes existing at the time of the issuance of this Resolution shall be granted a grace period of (3) three Gregorian years to regularize the status of their residential homes in accordance with the provisions of this Resolution.

Article (7) Repeals

Any provision that contradicts or conflicts with the provisions of this Resolution shall be repealed.

Article (8) Publication and Entry into Force

This Resolution shall be published in the Official Gazette and shall enter into force on 03 January 2021.
