The Cabinet:
− Having reviewed the Constitution;
− Federal Law No. (1) of 1972 Regarding the Competences of Ministries and the Powers of Ministers, as amended;
− Federal Law No. (14) of 2016 Regarding Administrative Violations and Penalties in the Federal Government;
− Federal Decree by Law No. (26) of 2019 Regarding Public Finance, as amended;
− Cabinet Resolution No. (86) of 2020 Regarding the Fees for Services Provided by the Ministry of Culture and Youth; and
− Upon the proposal of the Minister of Finance, and the approval of the Cabinet,
Hereby resolves as follows:
Article (1) Definitions
For the purposes of implementing the provisions of this Resolution, the following terms and expressions shall have the meanings assigned to each of them, unless the context requires otherwise:
State: The United Arab Emirates.
Ministry: The Ministry of Culture.
Minister: The Minister of Culture.
Article (2) Service Fees
1. The fees prescribed opposite each service listed in the Schedule annexed to this Resolution shall be levied for the services provided by the Ministry.
2. An amount equivalent to the cost determined by the Ministry shall be levied for participation in training courses and workshops.
3. An amount equivalent to the printing cost shall be levied for the sale of books and publications.
4. Additional fees at a rate of twenty percent (20%) shall be applied and added to the service fees specified in the Schedule annexed to this Resolution when such services are utilized during weekly holidays or official public holidays.
Article (3) Administrative Fines
Administrative fines shall be imposed for the violations specified in the table below, in the amounts indicated opposite each thereof:

Ten (10) dirhams for each day of delay, provided that the total fine shall not exceed the value of the borrowed supplies. |
Article (4) Grievance
Any interested party may submit a written grievance to the Ministry against any administrative fine referred to in Article (3) of this Resolution that has been imposed thereon, within fifteen (15) days from the date of notification of the contested decision. Such grievance shall be reasoned and accompanied by all supporting documents. The grievance shall be decided upon within thirty (30) days from the date of its submission, in accordance with the procedures applicable at the Ministry.
Article (5) Amendment of Administrative Fees and Fines
The Cabinet shall have exclusive competence to make any amendments to the administrative fees and fines set forth in this Resolution, whether by addition, deletion, or modification.
Article (6) Exemptions
1. Persons with disabilities “People of Determination” and UAE nationals shall be exempt from the fees referred to in Clause (2) of Article (2) of this Resolution.
2. Public welfare cultural associations and non-profit artistic institutions shall be exempt from facility rental fees when carrying out their activities, in accordance with the controls and standards established by the Ministry.
Article (7) Collection of Administrative Fees and Fines
1. The administrative fees and fines stipulated in this Resolution shall be collected through the means determined by the Ministry of Finance.
2. For the purposes of collecting the administrative fees and fines referred to in Articles (2) and (3) of this Resolution, any part of a day shall be deemed a full day, and any part of a month shall be deemed a full month.
Article (8) Executive Resolutions
The Minister shall issue the resolutions necessary for the implementation of the provisions of this Resolution.
Article (9) Repeals
Cabinet Resolution No. (86) of 2020 regarding the fees for services provided by the Ministry of Culture and Youth is hereby repealed, and any provision that contradicts or conflicts with the provisions of this Resolution is also repealed.
Article (10) Publication and Entry into Force
This Resolution shall be published in the Official Gazette and shall enter into force as of the day following the date of its publication.
