The Cabinet,
− Having reviewed the Constitution;
− Federal Law No. (1) of 1972 Regarding the Competences of Ministries and Powers of Ministers, as amended;
− Federal Law No. (20) of 1991 Promulgating the Civil Aviation Law, as amended;
− Federal Law No. (4) of 1996 Regarding the General Civil Aviation Authority, as amended;
− Federal Decree by Law No. (26) of 2019 Regarding Public Finance, as amended;
− Cabinet Resolution No. (4) of 2001 Regarding the Licenses for the Activity of Handling and Transporting Hazardous Materials on Board Civil Aircraft;
− Federal Decree by Law No. (26) of 2022 Regarding the Regulation of the Civil Use of Unmanned Aircraft and Related Activities; and
− Upon the proposal of the Minister of Finance and the approval of the Cabinet,
Hereby Resolves as Follows:
Article (1) Definitions
For the purposes of implementing the provisions of this Resolution, the following terms and expressions shall have the meanings assigned to each of them, unless the context requires otherwise:
Authority: he General Civil Aviation Authority.
License: A certificate issued by the Authority to establishments and companies to practice the activity of handling and transporting hazardous materials on board civil aircraft, in accordance with the controls stipulated in the legislation in force in this regard.
Article (2) Service Fees
Fees shall be collected for the services provided by the Authority, as specified in the schedule below, at the rates indicated for each service:

Article (3) Amendment of Fees
The Cabinet shall have the competence to make any amendments to the fees stipulated in this Resolution, whether by addition, deletion, or modification.
Article (4) Collection of Fees
1. The fees stipulated in this Resolution shall be collected by the means determined by the Ministry of Finance.
2. For the purpose of collecting the fees stipulated in this Resolution, a part of the year shall be considered a full year.
Article (5) Executive Decisions
The Chairman of the Board of Directors of the Authority shall issue the necessary decisions for the implementation of the provisions of this Resolution.
Article (6) Repeals
Cabinet Resolution No. (4) of 2001 Regarding the Licenses for the Activity of Handling and Transporting Hazardous Materials on Board Civil Aircraft is hereby repealed, as is any provision that contradicts or conflicts with the provisions of this Resolution.
Article (7) Publication and Entry into Force
This Resolution shall be published in the Official Gazette and shall enter into force on the day following the date of its publication.
