The Cabinet:
− Having reviewed the Constitution;
− Federal Law No. (1) of 1972 Regarding the Competences of Ministries and the Powers of Ministers, as amended;
− Federal Law No. (15) of 1980 Regarding Publications and Publishing;
− Federal Law No. (1) of 2011 Regarding the General Revenues of the State;
− Federal Law No. (11) of 2016 Regulating the Competences of the National Media Council;
− Federal Law No. (13) of 2011 Regarding the Licensing of Radio and Television Broadcasting Activities;
− Cabinet Resolution No. (12) of 2013 Regarding Fees Prescribed for Media Services;
− Cabinet Resolution No. (281/10 F/23 M) of 2013 Amending Cabinet Resolution No. (12) of 2013 Regarding Fees Prescribed for Media Services;
− Cabinet Resolution No. (23) of 2015 Regarding the Organizational Structure of the National Media Council, as amended; and
− Upon the proposal of the Minister of Finance and the approval of the Cabinet,
Has resolved as follows:
 

Article (1)

Fees shall be imposed on the media services set out below in the media free zones, at a rate of 10% of the value of the fees collected within such zones, as follows:
1. Issuance and renewal of a license to carry out radio and television broadcasting activities for encrypted or unencrypted channels, through cables, mobile phones, satellites, or any other means.
2. Issuance and renewal of a license for a daily newspaper.
3. Issuance and renewal of a license for a weekly, semi-monthly, monthly, quarterly, or annual magazine.
4. Issuance and renewal of a license for the reprinting of a daily, weekly, semi-monthly, monthly, bi-monthly, or quarterly newspaper or magazine.
 

Article (2)

Fees for the services of foreign correspondents in the media free zones shall be determined as set out in the following Schedule:

Application for sponsorship of a foreign correspondent, whereby their residence in the State shall be sponsored by the National Media Council (provided that the foreign correspondent bear all the prescribed fees for the residency arrangements and any other fees related thereto).

Article (3)

The fees set forth herein shall be collected by the means determined by the Ministry of Finance, in coordination with the National Media Council.

Article (4)

The Cabinet shall have the competence to introduce any amendments to the fees set forth herein, whether by addition, deletion, or modification.

Article (5)

The Chairman of the Board of Directors of the National Media Center shall issue any procedures necessary for the implementation of the provisions hereof in coordination with the Ministry of Finance.

Article (6)

Any provision that contradicts or conflicts with the provisions of this Resolution is hereby repealed.

Article (7)

This Resolution shall be published in the Official Gazette and shall enter into force thirty days from the date of its publication.
