The Cabinet,
− Having reviewed the Constitution,
− Federal Law No. (1) of 1972 Regarding the Competences of Ministries and Powers of Ministers, as amended,
− Federal Law No. (20) of 1991 Promulgating the Civil Aviation Law,
− Federal Law No. (4) of 1996 Establishing the General Civil Aviation Authority, as amended,
− Federal Law No. (10) of 2006 Regarding the Connection of the Federal General Budget and the Budgets of Independent and Affiliated Entities for the Fiscal Year 2006,
− Cabinet Resolution No. (164/21) of 2006 Regarding the Introduction and Amendment of Operations and Air Navigation Fees in the Field of Licensing and Airworthiness at the General Civil Aviation Authority, and
− Upon the proposal of the Minister for Government Sector Development, Chairman of the Board of Directors of the General Civil Aviation Authority, and the approval of the Cabinet,
Hereby resolves as follows:
Article (1)
The following fees shall be collected:

Type Certificate Validation Fees: |
|
|
- Passenger aircraft weighing 5700 kg or more and a passenger seating capacity of 19 or more. |
400,000 Dirhams |

- Passenger aircraft weighing 5700 kg or more and a passenger seating capacity of fewer than 19. |
200,000 Dirhams |
|
|
- Cargo aircraft: These fees shall be collected once only per type from the aircraft manufacturer. |

2. |
Aircraft Certification Fees from the Manufacturer: |
|
|
- Passenger aircraft weighing 5700 kg or more and a passenger seating capacity of 19 or more. |
60,000 Dirhams |
|
|
- Passenger aircraft weighing 5700 kg or more and a passenger seating capacity of fewer than 19. |
30,000 Dirhams |
|
|
- Cargo aircraft: These fees shall be collected once only for each new aircraft from the manufacturer. |
60,000 Dirhams |

3. |
Airworthiness Certificate Fees for foreign companies based in the State: These fees shall be non-refundable if the investor fails to complete the licensing procedures. |
An amount of (50) Dirhams shall be collected annually for every 100 kilograms or part thereof, of the aircraft’s maximum take-off weight (MTOW), provided that the maximum limit shall not exceed 200,000 Dirhams annually per aircraft. |

Licensing Fees for International Line/Base Maintenance Stations and Organizations: |
|
|
- Category One (Number of stations and type of aircraft: 1-3) |
10,000 Dirhams annually |
|
|
- Category Two (Number of stations and type of aircraft: 4-6) |
30,000 Dirhams annually |
|
|
- Category Three (Number of stations and type of aircraft: more than 6) |
50,000 Dirhams annually |
|
|
The Authority shall issue internal regulations that define the aforementioned categories in detail. |

5. |
Aviation Training Centers: These fees shall be collected once every 5 years from any institute, club, or other entity that engages in aviation education or training activities. |
50,000 Dirhams |

6. |
General Aviation Activities Fees: These fees shall be collected from entities engaged in aerial activities. |
1,000 Dirhams for the period specified in the license |
|
7. |
Validation of License and Temporary Authorizations for All Licenses: The validation shall be valid for three months only from its date of issuance and is renewable once only for a further period of three months. |
500 Dirhams upon issuance of the validation. |

These fees shall be effective from 01/06/2006.
Article (2)
Any provision that contradicts or conflicts with the provisions of this Resolution is hereby repealed.
Article (3)
All concerned authorities shall implement the provisions of this Resolution. It shall be published in the Official Gazette and shall enter into force as of 01/06/2006.
