The Cabinet,
− Having reviewed the Constitution,
− Federal Law No. (1) of 1972 Regarding the Competences of Ministries and Powers of Ministers, as amended,
− Federal Law No. (15) of 1980 Regarding Publications and Publishing,
− Federal Law No. (14) of 2016 Regarding Administrative Violations and Penalties in the Federal Government,
− Federal Decree by Law No. (26) of 2019 Regarding Public Finance,
− Cabinet Resolution No. (39) of 2016 Regarding Media Service Fees in the Free Zones,
− Cabinet Resolution No. (19) of 2017 Regarding the Fees Prescribed for Media Services, as amended,
− Cabinet Resolution No. (22) of 2017 Regarding Licenses for Media Activities,
− Cabinet Resolution No. (55) of 2018 Regarding the Fees for Services Provided by the Ministry of Culture and Knowledge Development, and
− Upon the proposal of the Minister of Finance, and the approval of the Cabinet,
Hereby resolves as follows:
 

For the purposes of implementing the provisions of this Resolution, the following terms and expressions shall have the meanings assigned to each of them, unless the context requires otherwise:
State: The United Arab Emirates.
Ministry: The Ministry of Culture and Youth.
Minister: The Minister of Culture and Youth
 

Article (2) Service Fees

1. The fees specified against each of the services provided by the Ministry, and listed in the schedule attached to this Resolution shall be collected.
2. The following fees shall be collected for the training courses and workshops specified below:
    a. An amount of (500) five hundred dirhams per month for enrolment in a training course for learning to play musical instruments.
    b. An amount equal to the cost determined by the Ministry for enrolment in other training courses and workshops.
3. An amount equal to the cost of printing shall be collected for the sale of books and publications.
4. UAE nationals shall be exempted from the fees referred to in Clause (2) of this Article.

Article (3) Administrative Fines

a. The administrative fines specified against each of the violations listed in the following table shall be imposed:

Twice the actual value of the damaged materials.

Delay in returning borrowed office supplies.

(10) ten dirhams for each day of delay, provided that the fine does not exceed the value of the borrowed office supplies.

b. The administrative fines specified against each of the violations listed in the following table shall be imposed, provided that the amount of the administrative fine shall be doubled in the event of repetition of the same violation within one year from the date of committing the previous violation, and shall not exceed (20,000) twenty thousand dirhams.

Failure to pay any fine imposed in accordance with the provisions of this Resolution within (five) working days from the date of issuance of its payment decision.

Article (4) Grievance

Any interested party may submit a grievance to the Ministry against any of the administrative fines referred to in Article (3) of this Resolution that has been imposed upon them, within (15) fifteen days from the date of notification of the decision subject to grievance provided that the grievance is in writing, reasoned, and accompanied by all supporting documents. This grievance shall be decided upon within (30) thirty days from the date of its submission in accordance with the procedures adopted by the Ministry.

Article (5) Amendment of Administrative Fees and Fines

The Cabinet shall be competent to make any amendments to the administrative fees and fines stipulated in this Resolution, whether by addition, deletion, or modification.

Article (6) Final Provisions

1. The fees and fines stipulated in this Resolution shall be collected through the means determined by the Ministry of Finance.
2. For the purposes of collecting the administrative fees and fines referred to in Articles (2) and (3) of this Resolution, A part of a day shall be deemed a full day, and a part of a month shall be deemed a full month.
3. The media license referred to in this Resolution shall be deemed canceled if it is not renewed within a period exceeding (30) thirty days from the date of its expiry, and the full license fee shall be collected in the event of approval to grant a new license.
4. Cultural public welfare associations and institutions, folk art troupes, and theatrical troupes shall be exempted from the fees prescribed for renting the theater halls and fine arts workshops mentioned in this Resolution, in accordance with the criteria established by the Ministry.
 

Article (7) Issuance of Executive Resolutions

The Minister shall issue the resolutions necessary for the implementation of the provisions of this Resolution.

Article (8) Repeals

1. Cabinet Resolution No. (19) of 2017 Regarding the Fees Prescribed for Media Services shall be repealed.
2. Cabinet Resolution No. (55) of 2018 Regarding the Fees for Services Provided by the Ministry of Culture and Knowledge Development shall be repealed.
3. Any provision that contradicts or conflicts with the provisions of this Resolution shall be repealed.
 

Article (9) Publication and Entry into Force

This Resolution shall be published in the Official Gazette and shall enter into force from the date of its issuance.
