The Cabinet:
− Having reviewed the Constitution;
− Federal Law No. (1) of 1972 Regarding the Competences of Ministries and the Powers of Ministers, as amended;
− Federal Law No. (14) of 2016 Regarding the Administrative Violations and Penalties in the Federal Government;
− Federal Decree by Law No. (26) of 2019 Regarding Public Finance;
− Cabinet Resolution No. (11) of 2014 Regarding the Fees for Services Provided by Ministry of Community Development;
− Cabinet Resolution No. (3) of 2015 Regarding Non-Governmental Family Counseling Centers;
− Cabinet Resolution No. (54) of 2020 Regarding Non-Governmental Institutions for the Rehabilitation of Persons with Disabilities (People of Determination); and
− Upon the proposal submitted by the Minister of Finance and the approval of the Cabinet;
Hereby resolves as follows:
Article (1) Definitions
For the purposes of implementing the provisions of this Resolution, the following terms and expressions shall have the meanings assigned to each of them, unless the context requires otherwise:
State: United Arab Emirates (UAE).
Ministry: Ministry of Community Development.
Minister: Minister of Community Development.
Non-Governmental Institutions for the Care and Rehabilitation of Persons with Disabilities (People of Determination): Any non-governmental institution, whether for-profit or non-profit, of an educational and social rehabilitative nature, which primarily or secondarily provides special education and supportive therapeutic services within an integrated program dedicated to various categories of disabilities, and licensed pursuant to the provisions of Cabinet Resolution No. (54) of 2020 Regarding Non-Governmental Institutions for the Rehabilitation of Persons with Disabilities (People of Determination).
Non-Governmental Family Counseling Center: A non-governmental family counseling center licensed pursuant to the provisions of Cabinet Resolution No. (3) of 2015 Regarding Non-Governmental Family Counseling Centers.
Article (2) Service Fees
In consideration of the services provided by the Ministry and listed in the schedule annexed hereto, the fees assigned thereto shall be collected.
Article (3) Administrative Violations and Penalties
a. Administrative fines shall be imposed on the violations specified in the schedule below, in the amounts set out opposite each of them.

b. The Minister may revoke the license of a non-governmental family counseling centers or a non-governmental institutions for the care and rehabilitation of persons with disabilities upon the lapse of ninety (90) days from the date of license expiry, or at the end of the academic year for non-governmental institutions for the care and rehabilitation of persons with disabilities, if students are still enrolled .
Article (4) Grievance
Any interested party may file a written grievance to the Ministry against the administrative penalties referred to in Article (3) of this Resolution that were imposed on them, within fifteen (15) days from the date of notification of the contested decision. Such a grievance shall be reasoned, and all supporting documents shall be attached thereto. The grievance shall be decided upon within thirty (30) days from the date of its submission in accordance with the procedures in force at the Ministry.
Article (5) Final Provisions
1. The fees set out in this Resolution shall be collected using the methods determined by the Ministry of Finance.
2. For the purposes of collecting the administrative fees and fines set out in Article (3) of this Resolution, part of a day shall be deemed a full day, and part of a month shall be deemed a full month.
3. Non-profit, non-governmental institutions for the care and rehabilitation of persons with disabilities shall be exempt from the fees prescribed under this Resolution.
Article (6) Amendment of Administrative Fees and Fines
The Cabinet shall be competent to make any amendments to the administrative fees and fines set out in this Resolution, whether by addition, deletion or modification.
Article (7) Executive Resolutions
The Minister shall issue the resolutions necessary for the implementation of the provisions of this Resolution.
Article (8) Repeals
Cabinet Resolution No. (11) of 2014 Regarding the Fees for Services Provided by the Ministry of Community Development is hereby repealed, as well as any provision that contradicts or conflicts with the provisions of this Resolution.
Article (9) Publication and Enforcement
This Resolution shall be published in the Official Gazette and shall enter into force from the day following the date of its publication.
